On the morning of May 22, Hai Duong Provincial Police held a conference to deploy Plan No. 1709/KH-UBND, dated May 10, 2024 of the Provincial People's Committee on implementing the development of non-cash payments in the payment of pensions and social insurance benefits based on the National Population Database.
Speaking at the conference, Mr. Nguyen Minh Hung, Vice Chairman of Hai Duong Provincial People's Committee, suggested that in the coming time, the units should coordinate more closely to develop non-cash payments in pension and allowance payments. The province strives to have at least 90% of pensioners and social insurance beneficiaries in the province receive payments via accounts by the end of 2024.
Police forces at all levels need to actively review and clean up data on pension and social insurance beneficiaries to connect with the National Population Database as a source for pension and benefit payments. Along with that, innovate measures to disseminate legal knowledge as well as prevent and combat cybercrime so that people can feel secure when receiving payments through bank accounts.
The Vice Chairman of the Provincial People's Committee also requested the State Bank of Vietnam Hai Duong branch to propose to the State Bank of Vietnam to direct commercial banks in the province to have support plans and preferential policies on service fees for pensioners and social insurance beneficiaries when opening and using bank accounts. Commercial banks need to pay attention to investing in infrastructure, arranging more ATMs, especially in rural areas, far from the center, creating favorable conditions for people to access bank card services.
To develop non-cash payments in pension and social insurance benefits payment in the province, the Provincial Social Insurance and agencies, departments and branches need to actively promote and support people to use information technology proficiently, especially basic financial services such as receiving, transferring money, paying bills without fees... so that pension and social insurance benefit beneficiaries change their awareness and switch to receiving via account.
According to statistics from the Provincial Social Insurance, as of May 15, the number of people receiving monthly pensions and social insurance benefits through non-cash payments in the province only reached 34.23%, lower than the national average (the whole country in 2023 reached 47%).
