According to the Hai Duong Department of Health, after 13 years of implementing Resolution No. 25/2011/NQ-HDND dated December 9, 2011 of the Provincial People's Council on recruiting for training by location, supporting training, attracting university doctors and pharmacists to work at district and commune health facilities, the whole province has recruited 285 doctors and pharmacists under this policy.
In order to implement the above resolution, the authorities have also reviewed and sent 16 students for training. After graduation, they were assigned to work at the Commune Health Station with a total budget of nearly 350 million VND. At the same time, a support policy of 340 million VND was implemented for 44 students studying full-time at Medical and Pharmaceutical Universities.
In addition to the above resolution, on July 11, 2019, Hai Duong province issued Resolution No. 08/2019/NQ-HDND on high-quality human resource policy and support for postgraduate training, awarding academic titles and titles to officials, civil servants and public employees in the province. Implementing this resolution, the province has supported 26 civil servants and public employees to complete the course and be granted a level II specialist degree with a total cost of more than 2.6 billion VND. However, the province has not recruited any cases under the policy of attracting PhDs, specialist doctors I, specialist II, residents; specialist pharmacists I, specialist II; excellent graduates, young scientists in the medical and pharmaceutical sectors under this resolution.
According to the assessment of the Department of Health, the implementation of the policy to support and attract human resources in the health sector in recent times has promptly filled the vacant positions for public health units, contributing to improving the quality of medical examination and treatment, meeting the needs of people's health care. However, the incentive and incentive policies are not commensurate with the workload, only applied to attract professors, associate professors, doctors, specialist doctors II, specialist pharmacists II, not focusing on the team of doctors and the missing and specific specialties. In addition, the policy was established a long time ago, no longer suitable for the current situation. Most of the support levels are not attractive enough, making it difficult to retain the team of doctors.
After reviewing, 3 civil servants and public employees, after completing the specialized training course II, resigned and returned the training support regime. 16 students compensated for the support costs after graduation, but did not fulfill their 5-year working obligation at the district level. 14 university doctors and pharmacists compensated for the costs with the attraction policy, but did not fulfill their working obligation at the district medical facility for 5 years.
At the 28th session of the Hai Duong Provincial People's Council taking place from December 9-11, the Provincial People's Council will consider issuing a Resolution regulating policies to support training, attract and treat medical human resources at public health agencies and units in the province for the period 2025-2030.
