Hai Duong's internal affairs sector needs to advise on building policies to attract talents and human resources in the health sector.

Comrade Nguyen Minh Hung requested the Department of Home Affairs to advise the Provincial People's Committee to issue a Plan on attracting and employing talents until 2030, with a vision to 2050. Advise the Provincial People's Committee to submit to the Provincial People's Council a Resolution regulating policies to support training and remuneration for medical human resources in the province.

Continue to implement Project No. 02-DA/TU dated August 15, 2021 of the Provincial Party Committee on building a team of leaders and managers at all levels, especially leaders with sufficient qualities, capacity and prestige to meet development requirements, period 2021-2030. Do a good job of planning and appointing leaders and managers, ensuring sufficient quantity, meeting standards and following prescribed procedures.

Vice Chairman of the Provincial People's Committee Nguyen Minh Hung noted that the Department of Home Affairs needs to continue to do a good job of advising the Provincial People's Committee to deploy and implement decentralization, delegation of authority, promote dynamism, creativity, and autonomy of agencies, units, and localities. Resolutely reorganize the apparatus within agencies and units in the direction of streamlining, effective and efficient operations. Advise on resolving the regime for redundant cadres, civil servants, and public employees after the reorganization of the apparatus and administrative units.

Advise the Provincial People's Committee to approve the Project on job positions in state administrative agencies and public service units, ensuring time progress. Advise the Provincial People's Committee to develop a Plan to merge Hai Duong Medical College into Hai Duong Medical Technical University.

The Home Affairs sector needs to take the lead in advising on the effective implementation of the Project on Restructuring Commune-level Administrative Units for the 2023-2025 period in the province, especially the arrangement and restructuring of the staff, civil servants and public employees in the new administrative units, and resolving policies for redundant commune-level cadres and civil servants...

In 2023, the provincial home affairs sector promptly and effectively implemented the Resolutions of the Provincial Party Committee, the People's Council, the decisions of the Provincial People's Committee, the directives and instructions of the Ministry of Home Affairs and related ministries and branches; closely coordinated with departments, branches, and district-level People's Committees to effectively implement assigned tasks. Focused on directing the arrangement of the state administrative apparatus, recruitment of civil servants and public employees, management and use of payroll, emulation and rewards, administrative reform, etc.

On this occasion, the Chairman of the Provincial People's Committee awarded certificates of merit to 2 collectives, the Office of the Department of Home Affairs, the Department of Government Construction and Youth Work, and 6 individuals with outstanding achievements in 2023.
