The incentives to attract university doctors and pharmacists to districts and communes in Hai Duong are still low.

The low level of incentives to attract university doctors and pharmacists, and the inability of some district and commune medical facilities in Hai Duong to attract highly qualified human resources are issues that the Thanh Ha District Medical Center reflected at the monitoring session of the Provincial People's Council's Legal Committee.

Comrade Bui Hoc Anh, Head of the Legal Committee of Hai Duong Provincial People's Council, agreed that the policy of attracting human resources in the health sector in the province is not satisfactory.

On the morning of May 23, the Legal Committee of the Hai Duong Provincial People's Council supervised a special session in Thanh Ha district on the recruitment, management and use of civil servant payrolls for the 2021-2023 period.

At the monitoring session, the leader of Thanh Ha District Medical Center proposed that the province consider increasing the support level to attract university-level doctors and pharmacists to work at district and commune-level medical facilities.

From 2021 to present, Thanh Ha District Medical Center has 3 doctors resigning, 2 doctors requesting to transfer jobs due to low income.

Currently, the incentive level for doctors working at Thanh Ha District Medical Center is 80 million VND/person, and at the commune level is 90 million VND/person. This is also the general incentive level of Hai Duong province. The above incentive level is still low compared to some other provinces and is not suitable for current practice, so it has not attracted doctors to work at the district and commune levels. From 2021 to now, Thanh Ha District Medical Center has not attracted doctors under this incentive policy.

Mr. Nguyen Van Kiem, Director of Thanh Ha District Medical Center, said that from 2021 to now, the center has not been able to attract highly qualified doctors according to the province's preferential policy.

According to the leader of Thanh Ha District Medical Center, the income, salary and allowance regime of health workers are also lower than the general level. From 2021 to now, Thanh Ha District Medical Center has had 3 doctors resign and 2 doctors transfer jobs due to low income.

Comrade Bui Hoc Anh, Head of the Legal Committee of Hai Duong Provincial People's Council and delegates accepted the proposal of Thanh Ha District Medical Center, agreeing that the policy of attracting human resources in the health sector in the province is not satisfactory.

It is expected that the Hai Duong Provincial People's Council will consider policies to support training and monthly support for health workers working at public service units in the province. This is the first supervision session in the specialized supervision program of the Hai Duong Provincial People's Council's Legal Committee. The delegation will continue to supervise this content in a number of districts and communes.
