At the working session with the Department of Health, the Provincial People's Council's Culture and Social Affairs Committee requested that regulations on training and attracting medical human resources must be strict and meet practical requirements.

On the morning of December 2, the Culture - Social Committee of the Provincial People's Council worked with the Department of Health on a number of reports expected to be presented at the upcoming 28th Session of the Hai Duong Provincial People's Council.

At the working session, the Department of Culture and Society reviewed the Department of Health's submission on the draft Resolution regulating policies to support training, attract and treat medical human resources at public agencies and units in the province.

The Department of Health has established a maximum training support level of 100 million VND/person/course for research and study expenses after graduation and receiving a doctoral degree. Regarding the policy of attracting resources, doctors working in specialized departments of psychiatry, pathology, forensic medicine, forensic psychiatry, infectious diseases and emergency resuscitation will receive the highest support level of 500 million VND/person. Regarding the treatment regime for doctors working at health stations, the Department of Health has proposed a monthly support of 20% of the current salary for doctors working at commune health stations and 15% of the salary when working at ward and town health stations.

Based on the content proposed by the Department of Health, members of the Culture and Social Affairs Committee requested the advisory agency to explain the level of support provided. This is an indirect resolution, so it is necessary to pay attention to the format of the document and the applicable subjects. Regulations on training and attracting medical personnel must be strict and meet practical requirements. At the same time, the resolution must be highly comprehensive, not omitting or duplicating in enjoying policies and regimes. Support and treatment resources must be prepared and highly feasible.

The Committee for Culture and Society also commented on the proposal to the Provincial People's Council to issue a Resolution regulating the prices of medical examination and treatment services at State medical examination and treatment facilities under the management of the province. All members agreed on the necessity of issuing the resolution because from July 1, 2024, the basic salary will be adjusted to increase to 2.34 million VND. Therefore, the current price calculated on the old basic salary is no longer suitable. This causes financial difficulties for medical facilities that are self-sufficient in regular spending. However, some opinions are concerned about the regulation of medical examination and treatment prices for public medical facilities, but how to manage prices for private medical facilities? At the same time, it is necessary to assess the impact of increasing service prices on people's medical examination and treatment activities. The development and issuance of the resolution must create motivation for public medical facilities to improve service quality.

The Resolution stipulates 3 contents including medical examination and treatment services in the list paid by the Health Insurance Fund; prices of medical examination and treatment services paid by the state budget; prices of medical examination and treatment services not in the list paid by the Health Insurance Fund but not medical examination and treatment services upon request at state medical facilities under the management authority of the province.
