The Ministry of Public Security and the Ministry of National Defense agreed on the implementation process in accordance with regulations, with focus and key points, achieving high efficiency; ensuring the achievement of the goals of Project 06.
On the afternoon of October 13, the Ministry of Public Security and the Ministry of National Defense held a signing ceremony for the Joint Plan to implement Project 06 of the Government.
Politburo members: General To Lam, Minister of Public Security, Head of the Working Group implementing Project 06 of the Government; General Phan Van Giang, Minister of National Defense, chaired the Ceremony.
At the ceremony, the Ministry of Public Security and the Ministry of National Defense approved the Plan for coordination in implementing Project 06 between the Ministry of Public Security and the Ministry of National Defense. Accordingly, the coordination aims to apply the National Database on Population, Citizen Identification, Electronic Identification and Authentication to serve military and defense activities, contributing to the successful implementation of the objectives of Project 06; continue to promote and synchronously implement solutions and measures to deploy the tasks of Project 06 in the Ministry of National Defense to ensure speed and efficiency.
The two ministries agreed to develop and regularly update, and organize the implementation of the Coordination Plan between the two ministries.
The Ministry of National Defense and the Ministry of Public Security annually organize activities to disseminate knowledge, provide guidance and training on implementing solutions on safe exploitation and application of the national population database and citizen identification database; promptly notify the contents, results and experiences of implementing Project 06 of the Government, ministries, branches and typical localities to serve the direction and administration work as well as organize preliminary reviews and evaluate the results of the plan implementation.
In particular, in military and defense work, we will connect and exploit data of citizens of military age and reserve service age as input data in performing administrative procedures on military service; connect some information technology systems of the Ministry of National Defense with the electronic identification and authentication system, apply VNeID to facilitate people and businesses in performing administrative procedures and public services at agencies and units; build technical solutions to support functional forces in border management, immigration control at border gates managed by the Ministry of National Defense and Coast Guard operations.
In the fight against crime, the two ministries agreed to coordinate to develop technical solutions to authenticate the identity of subjects based on information collected during patrols and inspections in the field; share information to serve the work of crime prevention and control between the functional agencies of the two ministries. Some specific information such as: judicial records; criminal records; immigration information; civil enforcement information... of citizens.

Command 86, Ministry of National Defense and the Department of Administrative Police for Social Order, Ministry of Public Security were assigned to coordinate and urge units to implement the plan, synthesize and report to the leaders of the two ministries.
Speaking at the ceremony, Minister To Lam said that the signing ceremony is an important basis to further enhance the coordination between the two ministries in national digital transformation. In the process of implementing Project 06 of the Government, the functional agencies of the Ministry of National Defense have closely coordinated with the functional agencies of the Ministry of Public Security and the Government Office, ensuring adherence to the roadmap.
To effectively implement the coordination plan, Minister To Lam requested Minister of National Defense Phan Van Giang to continue to pay attention and direct professional units under the Ministry of National Defense to closely coordinate in exploiting the National Database on population, citizen identification, identification and electronic authentication to serve military and defense activities, contributing to the successful implementation of the Digital Transformation goal in the Ministry of National Defense.
Minister To Lam proposed to enhance coordination in advising on the construction and improvement of institutions related to digital transformation in general, digital transformation in the defense and security sector in particular, focusing on coordinating to review and identify relevant legal documents immediately after the Law on Electronic Transactions (amended) is issued to promptly advise and propose amendments and supplements to ensure the conversion of traditional working methods to an electronic environment.
Along with that, it is necessary to improve the quality of coordination in monitoring security and information safety in cyberspace, carry out the task of protecting the Fatherland in cyberspace, and fight to defeat all plots and tricks of hostile and reactionary forces and bad elements to attack, infiltrate, sabotage, and steal data, especially important national information systems and databases.
“The two ministries also need to closely coordinate in exploiting the utilities from Project 06 to serve the tasks of ensuring national security, social order and safety; managing immigration, preventing illegal immigration, especially in border areas with complicated security and order; exploiting the national database on population to manage border residents and fishermen at sea, contributing to helping functional forces closely monitor the movement of people in their management areas, quickly identify the number of subjects with criminal records, criminal records, and wanted decisions from other places. Sharing specialized data on judicial records, extracts of criminal records, subjects banned from entry and exit; subjects with activities against the Party and the State, serving the work of preventing and combating crimes and violations of the law,” Minister To Lam suggested.
Speaking at the ceremony, Minister of National Defense Phan Van Giang emphasized: The Ministry of Public Security and the Ministry of National Defense have all the elements, conditions, and strengths to support and complement each other in performing defense tasks, ensuring national security, social order and safety, promoting digital transformation, and implementing the Government's Project 06. However, the results of coordination in performing digital transformation tasks and exploiting the national population database between the two ministries are not commensurate with the potential, strengths, and needs of the two ministries.
Minister Phan Van Giang requested the two ministries to continue to thoroughly grasp and fully implement the directions and tasks assigned by the Government, the Prime Minister, and the Working Group on Project 06 of the Government; to disseminate and thoroughly grasp the purpose, requirements, and contents of the Coordination Plan to the agencies and units of the two ministries, especially the agencies and units assigned to preside over specific tasks in the Coordination Plan.
Minister Phan Van Giang also requested that the functional units of the two ministries need to coordinate smoothly, substantially and effectively during the implementation process; closely control the progress, promptly report and propose to the ministry's leaders to direct any problems or issues that arise, especially regarding the legal corridor, contents that exceed the authority or require coordination with many agencies and units. Periodically, conduct a preliminary review and evaluation of the implementation results of the Coordination Plan, and propose additional new contents that need coordination.
“It is necessary to research and propose additional applications of the national population database to create new values. National population data is a new resource, the more it is connected, interconnected, and shared, the more value it creates. Therefore, in the process of implementing tasks, agencies and units focus on researching and applying scientific and technological achievements of the fourth industrial revolution to increase and create more value for this resource; especially applying it in advising the Party and State on building and protecting the Fatherland, ensuring national security, social order and safety, and in policy making to develop Digital Government, Digital Economy, and Digital Society,” Minister Phan Van Giang emphasized.
