Prime Minister directs to remove "bottlenecks" in implementing Project 06

Prime Minister Pham Minh Chinh has just signed and issued Document No. 452/TTg-KSTT on removing "bottlenecks" in implementing Project 06.


Lam Dong Provincial Public Administration Service Center is arranged to conduct transactions in various fields.

The document clearly states that, in the past time, the Government, the Prime Minister, and the Head of the Working Group implementing the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 (Project 06) have paid attention to, resolutely directed, guided, and urged the deployment and implementation of the Project to each ministry, branch, and locality. In addition to the achieved results, there are still some "bottlenecks" in terms of institutions, information technology infrastructure, public services, data and resources, affecting the implementation roadmap of Project 06. Therefore, the Prime Minister requests:

Regarding institutions, Ministers and heads of ministerial-level agencies focus on directing the completion of the reduction and simplification of administrative procedures and documents related to population management as required by the Government in 19 specialized Resolutions. Urgently complete the amendment and supplementation of administrative procedures under the decision-making authority of the Government, the Prime Minister, ministries and ministerial-level agencies. Ministers and Chairmen of People's Committees of provinces and centrally run cities promptly announce and direct the updating and publicization of these administrative procedures on the National Database of Administrative Procedures, at the same time complete the restructuring and business processes of administrative procedures under their authority and recommend competent authorities to amend and simplify related administrative procedures and documents. The deadline for completion is before September 2023;

Ministries, ministerial-level agencies, and government agencies shall urgently and seriously review and propose preferential fees and charges for administrative procedures when performing online public services in their sectors and fields, and send them to the Ministry of Finance in May 2023 for synthesis and reporting to the Government. Based on the proposals of the ministries and agencies, the Ministry of Finance shall proactively coordinate with the ministries and agencies to issue a Circular regulating the reduction of fees and charges when performing online public services and submit to the Government for promulgation regulations on the collection of fees and charges under the Government's authority according to the preferential mechanism to encourage people and businesses to perform online public services.

Based on the Law on Electronic Transactions (amended) expected to be passed at the 5th Session of the 15th National Assembly (May 2023), the Ministry of Justice is assigned to preside over and coordinate with the Ministry of Information and Communications, the Ministry of Public Security and relevant agencies to urgently review and identify legal documents that need to be adjusted immediately after the Law on Electronic Transactions (amended) is issued; promptly advise and propose a Program and Plan to amend and supplement the above legal documents, ensuring the transition from traditional working methods to the electronic environment. The deadline for completion is June 2023;

The Ministry of Information and Communications shall preside over and coordinate with the Ministry of Justice, the Ministry of Finance, the Ministry of Planning and Investment and relevant agencies to study and propose to the Government to amend and supplement Decree No. 73/2019/ND-CP regulating the management of investment in information technology applications using state budget funds in a simplified form. Including new mechanisms and policies on investment and hiring of information technology services for digital transformation. The completion deadline is July 2023...; study and report to the Prime Minister on plans to amend bidding regulations to select contractors for information technology products of special nature (knowledge resources, creativity, newness, difficulty in determining bid prices, few suppliers...). The completion time is September 2023.

Ministries and branches shall study and propose reasonable pricing plans according to regulations for products and services exploiting information from databases and information systems managed by ministries and branches at the request of organizations and individuals to reinvest, maintain, manage and develop the system.

Regarding information technology infrastructure: The Ministry of Information and Communications ensures the quality of the specialized data transmission network of Party and State agencies from the central to communal levels; directs telecommunications enterprises to ensure the quality of Internet transmission lines providing services to people and businesses; supports the implementation of solutions to ensure information technology infrastructure for ministries and branches during the implementation of investment procedures and rental of information technology services;

Ministries, branches and localities urgently review and evaluate the overall information technology infrastructure, information systems, databases, information safety and security according to the guidance document 1552/BTTTT-THH of the Ministry of Information and Communications, supplement and immediately equip necessary terminals, propose investment in items according to the above guidance document and request the Ministry of Information and Communications to support the implementation and provide solutions to ensure information technology infrastructure to serve the implementation of Project 06 and digital transformation during the implementation of procedures related to investment and hiring of information technology services. Completion time is June 2023.

Regarding online public services, the Working Group implementing Project 06 reviews, evaluates, and inspects the implementation of 53 essential public services in Project 06 and Decision No. 422/QD-TTg of the Prime Minister; Ministers and Chairmen of People's Committees of provinces and centrally run cities direct the evaluation of all online public services provided on the Administrative Procedure Information System of their agencies and integrate them into the National Public Service Portal, thereby selecting practical public services with high frequency of use, closely linked to the daily needs of people and businesses, with full conditions to provide full-process online public services, and moving towards providing administrative procedure applications (apps) for people and businesses to interact effectively online with the government. Completion time in September 2023;

Ministries, branches and localities are responsible to the Government and the Prime Minister for focusing on converting processes and implementing administrative procedures and public services from traditional methods to electronic environments; standardizing and restructuring business processes, building electronic forms, specialized software, digitizing records and results of administrative procedure settlement to enrich the data warehouse, creating favorable conditions for people and businesses not to have to re-provide existing information. Completion time is September 2023;

The Ministry of Information and Communications is responsible for evaluating and announcing the quality of platforms, information systems, software, public service portals, administrative procedure information systems of ministries, branches, and localities, and the norms, unit prices, and construction costs of the above systems for ministries, branches, and localities to refer to and choose. The deadline for completion is September 2023;

The Ministry of Public Security presides over and coordinates with ministries, branches, and localities to integrate, authenticate, and display personal information and documents on the VNeID application, gradually replacing the provision of personal documents in performing transactions and administrative procedures;

The Government Office urgently implements the upgrade of the National Public Service Portal, ensuring smooth operation and avoiding "bottlenecks" in the process of integrating and providing online public services to serve people and businesses.

Regarding data: Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities are responsible to the Prime Minister for directing and focusing resources to accelerate the digitization of records and results of administrative procedure settlement; strictly implementing digital signatures, sending and receiving documents and processing work records in the electronic environment at all levels of government; promoting the construction, updating, connection and interconnection of digital platforms, National Databases, and specialized Databases in a synchronous, substantive and effective manner to ensure overcoming the current situation of "fragmentation", "information isolation", "segmentation" and "data clustering".

Regarding resources, the Ministry of Planning and Investment continues to urge ministries, branches and localities to prioritize the allocation of public investment capital to carry out the tasks of Project 06 and digital transformation. In case ministries, ministerial-level agencies and government agencies need to supplement public investment capital to carry out the assigned tasks in Project 06, the Ministry of Planning and Investment shall promptly synthesize and report to competent authorities for consideration and decision;

The Ministry of Finance shall preside over and coordinate with the Ministry of Information and Communications, the Ministry of Planning and Investment, and relevant agencies to prioritize the allocation of regular funding for the implementation of Project 06 and digital transformation in accordance with the provisions of the State Budget Law and guiding documents, especially for the hiring of information technology services, to avoid cutting funding or including it in the total regular spending of agencies and units, which will affect the overall progress of digital transformation; synthesize and report to the Prime Minister on the proposal and priority allocation of funding for the tasks in Project 06 of ministries, branches, and localities according to Official Dispatch No. 315/TCTTKDA of the Working Group implementing Project 06 and support solutions for disadvantaged localities, remote areas, etc.;

Ministries, branches and localities urgently review specific training needs on IT skills and expertise of cadres, civil servants, public employees and workers, serving the development of training, coaching and fostering plans to improve professional expertise in conjunction with digital transformation requirements to ensure quality and efficiency. Deadline for completion is June 2023.

Regarding the National Data Center Project, the Ministry of Public Security supplements the legal basis for developing and implementing the Project, completing the content on the responsibility of the Ministry of Information and Communications in developing the Information and Communications Infrastructure Plan for the 2021-2030 period, with a vision to 2050, and the Government's Decree stipulating the list of national databases, the construction, updating, maintenance, exploitation and use of national databases. The Information and Communications Infrastructure Plan and the above Decree developed by the Ministry of Information and Communications and submitted to competent authorities for promulgation are important legal bases for the construction, management and operation of the National Data Center.

Regarding the content of the meeting of the National Committee on Digital Transformation: Propose that the Ministry of Public Security preside over and coordinate with the Government Office and the Ministry of Information and Communications to report on the implementation of Project 06 at the meeting, clearly indicating the responsibilities of the heads of ministries, branches and localities who have done well and have not done well in implementing the tasks assigned by the Government and the Prime Minister for commendation, criticism and review.

Project 06 is an important component of the overall National Digital Transformation Program; it is a groundbreaking premise project, with the National Population Database as the core and fundamental foundation to promote e-Government towards Digital Government, Digital Economy, Digital Society. The successful implementation of this Project determines the success of the National Digital Transformation Program.

Accordingly, the Prime Minister requested that Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities and the Working Group implementing Project 06 of the Prime Minister continue to pay attention and direct the completion of tasks assigned by the Prime Minister, helping to promptly remove the above-mentioned "bottlenecks", promote the development of e-Government towards digital Government, digital economy, digital society, ensuring substance, efficiency and sustainability.
