Draft regulations on granting practice certificates to teachers

According to the draft, the certificateThe practice certificate for teachers is valid nationwide and in other countries under international cooperation programs with Vietnam.

Each teacher will be granted 1 or more than 1 certificate of practice for teachers.

Cases where teachers are granted practice certificates include:

Teachers who are teaching and educating in public, private, and non-public educational institutions who meet teacher standards before the effective date of this law.

Or teachers recruited into public, private, and non-public educational institutions who meet teacher standards after the effective date of this law must meet the requirements of the professional certificate examination for teachers.

In addition, retired teachers who have not been granted a certificate of practice for teachers, if needed, will also be granted one. Foreign teachers, if they meet the conditions prescribed by the competent authority and have a need, will also be granted one.

Teachers can request competent agencies and organizations to reissue their practice certificates when they are lost or damaged.

A person with a practice certificate or equivalent documents issued by a competent foreign agency or organization is recognized as equivalent to a practice certificate for teachers when recognized under an international treaty to which the Socialist Republic of Vietnam is a member or an international agreement to which the Socialist Republic of Vietnam is a signatory and is still in effect.

Which agency issues practice certificates to teachers?

The Ministry of Education and Training prescribes the form of practice certificate for teachers.

Ministries and ministerial-level agencies issue practice certificates to lecturers of universities, colleges, pedagogical colleges, and pre-university teachers under their management authority.

The Department of Education and Training issues practice certificates to teachers of preschool education, general education, continuing education, vocational education - continuing education (for teachers teaching continuing education programs) and lecturers of pedagogical colleges and universities under the management authority of the Provincial People's Committee.

The Department of Labor, War Invalids and Social Affairs issues practice certificates to teachers at vocational education centers, secondary schools, vocational education - continuing education institutions (for teachers teaching vocational education programs) and lecturers at colleges under the management authority of the Provincial People's Committee.

The competent authority shall have the authority to reissue or revoke the certificate of practice for teachers. Teachers shall be revoked in the following cases: Having assessment results of not completing tasks for 2 (two) consecutive years; Teachers violate discipline in the form of forced resignation or dismissal; Application for certificate of practice is not in accordance with regulations.
