Proposal to rank teachers' salaries as the highest in the administrative career salary system

The Ministry of Education and Training (MOET) is drafting the Law on Teachers, which proposes that teachers' salaries be given the highest priority compared to the administrative career salary scale system.

In the draft Law on Teachers, the Ministry of Education and Training proposed to rank teachers' salaries as the highest in the administrative career salary system.

The Ministry of Education and Training said that policies on salary, support policies, and preferential policies for teachers are stipulated in the draft Law: "Teachers' salaries are given the highest priority in the salary scale according to job position, title, and leadership position according to Government regulations."

Accordingly, the draft Law on Teachers stipulates that teachers' salaries are given the highest priority compared to the administrative career salary scale system. Salaries and salary policies of teachers working at autonomous educational institutions are not lower than salaries and salary policies of teachers with the same training level, seniority, and title in non-autonomous educational institutions and are not lower than the regional minimum wage as prescribed by the Government.

Teachers working in sectors and fields with special regimes enjoy special regimes.

According to the draft, the State has policies to support young teachers; teachers working in disadvantaged areas; teachers teaching in specialized schools, teaching children with disabilities, teaching ethnic minority languages, teaching Vietnamese to ethnic minority students, teaching gifted subjects and arts.

The State has policies to attract talented people to become teachers. At the same time, the State also has policies to attract teachers to work and work long-term in ethnic minority and mountainous areas, especially disadvantaged communes...

Attractive and preferential policies such as: Official housing, allowances, subsidies, training and development policies, annual medical check-ups, tuition support for teachers' children, recruitment priority...

In addition to general regulations on teacher support policies, the State encourages localities to issue specific policies to support teachers; educational institutions support teachers through funds to encourage and develop the teaching staff.

The Fund for Encouragement and Development of Teachers is a non-profit fund used to support the training and development of teachers; support teachers and their relatives in difficult circumstances; and reward and honor teachers. The Ministry of Education and Training is seeking public comments on the draft Law on Teachers until July 13.
