After the reorganization, local government will have two levels: provincial and grassroots. The number of provincial administrative units will also be reduced by nearly 50%, and grassroots administrative units will be reduced by more than 70% compared to present.

Not only does it create space for development, promote potential, opportunities, and competitive advantages of localities in accordance with current development conditions, this arrangement also aims to promote autonomy, self-reliance, and self-reliance of local authorities at all levels. And to bring the government closer to the people, to solve people's work faster and more conveniently; to bring more happiness and prosperity to the people.

Of course, in addition to the criteria of natural area and population size, the arrangement of administrative units will consider criteria of history, tradition, culture, ethnicity, geographical conditions, level of socio-economic development, infrastructure...

The naming of provincial administrative units must also have inheritance, and the choice of administrative-political centers must also consider historical, geographical, infrastructure connectivity, development space, defense, security and integration factors.

Immediately after Prime Minister Pham Minh Chinh signed the decision to establish the Steering Committee to reorganize administrative units at all levels and build a two-level local government model, on the afternoon of March 13, the Steering Committee held its first meeting.

Information at the meeting showed that there are currently 10,035 commune-level administrative units, which will be reorganized to a size of only about 2,000. This is under the authority of the National Assembly Standing Committee, and can be done immediately after the Central Executive Committee Conference. After the amended Constitution; amendments and supplements to the Law on Organization of Local Government and related laws come into effect, the operation of district-level local governments will end.

Regarding the abolition of district-level administrative units, about 1/3 of the tasks currently undertaken by the district will be transferred to the province, and 2/3 will be transferred to the commune level - the grassroots level. The Politburo will decide what the communes will be called and what the roadmap will be; next week, the Politburo plans to seek opinions from party organizations, ministries, branches, and localities.

An important issue for the revolution of reorganizing and streamlining the apparatus is personnel work. Regarding this issue, the Politburo has just issued Conclusion 128-KL/TW on the policy of temporarily suspending recruitment, appointment, and introduction of candidates for leadership and management positions in agencies and units due to the reorganization and organization of the apparatus.

Accordingly, the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and the State at the Central level temporarily stop recruiting, planning, mobilizing, rotating, appointing, and recommending candidates for leadership and management positions in these organizations and their affiliated agencies and units.

The provincial level also temporarily suspends recruitment, planning, mobilization, rotation, and appointment, and approves the policy of completing the positions of Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Vice Chairman of the People's Council, Vice Chairman of the People's Committee of the province and city; completing and supplementing the Party Committee, Standing Committee of the Party Committee for the 2020-2025 term and leaders at the head and deputy head levels of the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State.

District and commune levels also temporarily suspend recruitment, planning, mobilization, rotation, appointment, and nomination of candidates for leadership and management positions, and the consolidation and supplementation of Party committees, standing committees of Party committees, secretaries, and deputy secretaries at district and commune levels.

Conclusion 128-KL/TW also clearly states the implementation direction for special cases, which are really necessary, and must be improved with a number of positions. Notably, Decree 178/2024/ND-CP was issued by the Government at the end of 2024 with many outstanding policies to facilitate the arrangement of cadres in the organization and apparatus, while retaining competent, qualified and dedicated cadres. However, the implementation process has encountered shortcomings, and it is necessary to expand the subjects and scope to meet the wishes of cadres.

According to the draft decree, 3 more groups of beneficiaries of the early retirement policy will be added.

Also with the spirit of "running and lining up at the same time", the revolution of streamlining and streamlining the apparatus is being carried out strongly in localities across the country.
