Ho Chi Minh City will introduce jobs for downsized officials

Officials who are downsized due to organizational restructuring and want to work will be introduced by Ho Chi Minh City to state-owned enterprises, supported to start businesses or connected with the private sector.

The information was announced by Mr. Nguyen Bac Nam, Deputy Director of the Ho Chi Minh City Department of Home Affairs, at the program "People ask - Government answers" on the morning of March 16 with the theme of streamlining the apparatus and improving the quality of service for people and businesses.

According to Mr. Nam, the Department of Home Affairs advised the Ho Chi Minh City People's Committee to continue implementing policies related to Decree 178 of the Government and Resolution 01 of the City People's Council on additional support policies for cadres subject to streamlining when rearranging the apparatus. In addition, the city is implementing a number of solutions to help redundant workers continue working.

Ho Chi Minh City mobilizes state-owned enterprises in the area to participate in recruiting redundant officials and workers, creating conditions for these forces to continue working. This is also an effective way to exploit the city's resources.

For those who want to start their own business or change jobs, the city will provide information and support to access preferential loan support programs, and provide guidance on business planning and connection with business support funds in the area.

Through the Employment Service Center, Ho Chi Minh City connects with industrial parks, high-tech zones, and the private sector to introduce cadres, civil servants, and redundant workers to apply for jobs.

"The city will synchronously implement many solutions to support redundant officials when rearranging the apparatus but who want to continue working to have the opportunity to contribute," said Mr. Nam.

Currently, Ho Chi Minh City has completed the arrangement of specialized agencies, administrative agencies, and public service units under the People's Committee of Ho Chi Minh City, Thu Duc City, and districts. The city is implementing the arrangement at the provincial level, not organizing the implementation of district-level government and arranging commune-level government according to the direction of the Central Government.

In phase 1, the city calculated that 7,159 personnel were affected. Of which, 521 were Party officials, civil servants, and public employees; 2,015 were civil servants (excluding commune level); and 2,767 were public employees receiving salaries from the state budget.

There are 988 redundant cadres and civil servants due to the rearrangement of commune-level administrative units according to Resolution 1278 of the National Assembly Standing Committee; 418 people in charge of party work at state-owned enterprises are redundant after the rearrangement and 450 cases are not eligible for re-election and appointment.

To support redundant staff, Ho Chi Minh City plans to spend 17,000 billion VND to pay according to Decree 178 and Resolution 01 of the City People's Council, in which the highest recipient can receive nearly 2.7 billion VND.

For the group that stays to work in the government system, the city has implemented many solutions to help officials meet new job requirements. In 2025, the government will organize 55 classes for 32,000 officials and civil servants to study and train domestically and abroad.
