Proposal that Vietnamese people playing casinos must have a monthly income of 10 million VND

This is one of the new contents in the draft amending and supplementing a number of articles of Circular 102/2017 guiding a number of articles of Decree 03/2017 on casino business.

Documents proving income, including monthly income certification with bank account statement receiving income, monthly salary statement or salary payment decision confirmed by the agency within the last 3 months from the date of entry.

In addition, rental contracts, bank savings books, bank account statements for one year or more and with monthly interest of VND 10 million or more... can also be used as proof of income. Players can submit multiple documents to prove their total regular income.

Casino businesses must keep records proving players’ income for 5 years. Confirming and certifying units must be legally responsible for the accuracy and honesty of the documents.

There are currently 9 casino projects nationwide that are allowed to operate in Quang Ninh, Hai Phong, Lao Cai, Da Nang, Quang Nam, Ba Ria - Vung Tau and Kien Giang. Of these, the casino project in Phu Quoc (Kien Giang) is the only place that allows Vietnamese people to play with the condition that they must be 21 years old and have financial capacity...

After three years of operation, the casino in Phu Quoc has paid more than 1,700 billion VND to the budget, of which revenue from selling tickets to Vietnamese people is over 140 billion VND.
