National Assembly Chairman Vuong Dinh Hue: Strictly handle negativity and group interests in law enforcement

On the morning of March 7, the National Assembly Standing Committee held the second national conference to implement the laws and resolutions of the 6th session and the 5th extraordinary session of the 15th National Assembly. The conference took place in person at the National Assembly House, connecting online to 63 locations in provinces and cities across the country.

National Assembly delegates of Hai Duong province and leaders of a number of relevant departments, branches and sectors attended the conference at the province's bridge.

At the conference, delegates reviewed, exchanged and discussed the implementation of 9 laws and 10 resolutions passed by the National Assembly.

Concluding the conference, National Assembly Chairman Vuong Dinh Hue said that this conference aims to implement the conclusions of the First National Conference, to carry out the very important policy of the Party and State stated in the Documents of the 13th National Party Congress on closely linking law-making with law enforcement, ensuring that the legal system is implemented fairly and strictly. Resolution 27-NQ/TW dated November 9, 2022 of the Party Central Committee also sets out the requirement to perfect the legal system and the mechanism for organizing strict and consistent law enforcement, ensuring respect for the Constitution and the law.

National Assembly Chairman Vuong Dinh Hue emphasized a number of key tasks to focus on effectively implementing law enforcement.

Firstly, the National Assembly and the National Assembly Standing Committee shall organize the implementation of contents as prescribed in laws and resolutions; promptly handle arising issues within their competence based on requests from the Government, agencies, organizations, and National Assembly deputies; assign National Assembly agencies to review, comment on, and thoroughly examine reports of the Government and agencies on the implementation of requirements in laws and resolutions, and report to the National Assembly for consideration and discussion when necessary. National Assembly agencies shall proactively monitor, closely supervise, and urge agencies to promptly implement.

Second, the Government and the Prime Minister are requested to closely follow the specific requirements and tasks for implementation of each law and resolution passed at the 6th Session and the 5th Extraordinary Session as specified in the report of the National Assembly Standing Committee. Promptly issue a list of documents detailing the implementation of laws and resolutions passed by the National Assembly at the 5th Extraordinary Session and assign specific agencies to preside over the drafting, with a deadline for completion. Continue to issue plans for implementing laws and resolutions of the National Assembly; allocate resources, prepare conditions to ensure meeting task requirements...

Synchronously implement solutions to improve the effectiveness and efficiency of law enforcement, tighten discipline, promote the responsibility of leaders, the responsibility and proactiveness of civil servants, combined with strengthening inspection and examination to prevent, detect, promptly stop and resolutely handle negative behaviors, "group interests", "local interests" in law enforcement.

Third, local authorities of provinces and centrally-run cities proactively review, research, prepare necessary conditions and organize the implementation of assigned powers and tasks, especially new powers and tasks added in laws, resolutions of the National Assembly, pilot and specific mechanisms and policies applied in their localities and agencies.

Fourth, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, and central agencies of socio-political organizations participate in the development and contribution of opinions to the development and promulgation of documents detailing laws and resolutions of the National Assembly; participate in disseminating legal education to the people in appropriate forms according to the provisions of law; mobilize and motivate all classes of people to implement laws and resolutions.

Fifth, in the process of implementing the law, it is recommended that the Government focus on directing the review and handling of difficulties and shortcomings in administrative procedures as required in Resolution No. 103/2023/QH15 to report to the National Assembly at the 7th Session of the 15th National Assembly.

The National Assembly Chairman said that the National Assembly Standing Committee has issued Plan No. 734/KH-UBTVQH15 to add 19 new legislative tasks to Plan No. 81/KH-UBTVQH15, bringing the total number of legislative tasks to be performed during the 15th National Assembly term to 156, of which 115/156 tasks (73.7%) have been completed, while 41 tasks are being implemented or need to continue to be researched and reviewed.
