The conference aims to fulfill the requirement of closely linking law-making with law enforcement, ensuring that laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently.
On the morning of September 6, at the National Assembly House, the National Assembly Standing Committee held the first National Conference to implement laws and resolutions of the 15th National Assembly.
The conference was held directly at Dien Hong Hall, National Assembly House and connected online to 62 points in provinces/cities across the country, with about 2,400 delegates attending.
Politburo member and National Assembly Chairman Vuong Dinh Hue chaired the Conference. Also attending the Conference were Politburo members and Party Central Committee Secretaries: Head of the Central Internal Affairs Commission Phan Dinh Trac, Chief Justice of the Supreme People's Court Nguyen Hoa Binh; Party Central Committee Secretaries: Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, Deputy Prime Minister Le Minh Khai.
Vice President Vo Thi Anh Xuan, Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, leaders of the National Assembly Office, agencies under the National Assembly Standing Committee, leaders of central departments, ministries and branches... attended the Conference.
Opening the Conference, Politburo member and Permanent Vice Chairman of the National Assembly Tran Thanh Man stated that the Conference aims to implement the requirement of "closely linking law-making with law enforcement, ensuring that the law is implemented fairly, strictly, consistently, promptly, effectively and efficiently" in accordance with the spirit of the Documents of the 13th National Party Congress, Resolution No. 27-NQ/TW of the 6th Conference of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam and performing the tasks assigned by the National Assembly in Resolution No. 101/2023/QH15 of the 5th Session of the 15th National Assembly.
According to the report of the National Assembly Standing Committee, from the beginning of the 15th National Assembly term to the end of the 4th Session, besides the achieved results, the implementation of laws and resolutions issued by the National Assembly still has some shortcomings and limitations.
Specifically, the supervision of the Nationalities Council and the National Assembly Committees on the implementation of laws and resolutions has been focused and key, but has not ensured comprehensiveness and has not paid attention to newly issued laws and resolutions. The supervision of documents detailing the implementation of laws and resolutions in some cases has not fully assessed the legality, consistency, feasibility and effectiveness of the documents, and has not closely followed the requirements and key tasks of socio-economic development...
In addition, some laws have a large number of detailed provisions, but they do not ensure specificity so that they can be implemented immediately when they come into effect. Some contents assigned by law to be detailed are under the responsibility of the National Assembly Standing Committee to issue documents, but have not been prepared and submitted by agencies according to plan, leading to late and untimely issuance of documents.
For the Government, the implementation of some laws and resolutions is still slow. Some laws were issued in 2022 but no implementation plans have been issued yet. Some documents are of poor quality, and have had to be amended, supplemented or suspended shortly after their issuance due to being unsuitable for practice or having shortcomings, causing difficulties.
On that basis, for the first time, the National Assembly Standing Committee coordinated with relevant agencies and organizations to organize a National Conference to deploy laws and resolutions of the National Assembly in order to put the laws and resolutions of the National Assembly passed at the 5th Session into practice early and effectively, while reviewing and urging the implementation of laws and resolutions of the National Assembly issued since the beginning of the 15th term. This is also the task of the National Assembly Standing Committee in supervising the implementation of laws and resolutions of the National Assembly according to the provisions of the Law on Organization of the National Assembly 2014, amended and supplemented in 2020.
In that spirit, the Conference assessed the implementation of 52 laws and resolutions, including 23 laws and 29 resolutions, of which 15 laws and 21 resolutions were passed from the beginning of the term until before the 5th Session and 8 laws and 8 resolutions were passed at the 5th Session.
Next, under the direction of Permanent Vice Chairman of the National Assembly Tran Thanh Man, the Conference listened to the Government's Report on the implementation of laws and resolutions passed by the National Assembly from the beginning of the 15th term to before the 5th Session; the preparation work and plan for implementing laws and resolutions passed by the National Assembly at the 5th Session; the summary report of the National Assembly Standing Committee assessing the implementation of laws and resolutions passed by the National Assembly from the beginning of the 15th term to the end of the 5th Session and the implementation of laws, resolutions, law and ordinance building programs passed by the National Assembly at the 5th Session.
During the working day, delegates will listen to presentations from agencies on the implementation of laws and resolutions; discuss issues and propose solutions to improve the quality and effectiveness of the organization of law and resolution enforcement of the National Assembly in the coming time.
