Government approves National Data Center Project

The Government manages and operates the National Data Center.

The Government has just issued Resolution 175 approving the National Data Center Project. Along with outlining the viewpoints on building the center, the newly approved Project also clearly defines the position, role; goals, requirements; objects and scope of implementation; tasks, solutions and stages of building the National Data Center.

According to the Project, the National Data Center is a data center built, managed, exploited and operated by the Government; integrating, synchronizing, storing, sharing, analyzing, exploiting and coordinating data of state agencies according to the provisions of law to form a human data warehouse and a data warehouse synthesized from national databases.

Data at the National Data Center is the core platform providing data-related services, supporting policy making, creating development, building digital government, digital society and digital economy, ensuring national defense and security. At the same time, providing IT infrastructure for socio-political organizations, national database systems and agencies in need of exploitation, operation, improving efficiency, ensuring information security and safety.

Regarding the general objective, the Project clearly states that the National Data Center, when put into operation, will be a premise to promote the development process and enhance the exploitation of national databases to serve socio-economic development; contribute to the goal of raising the level of Vietnam's digital economic development strategy to keep up with countries around the world, ensuring conditions for Vietnam to develop and integrate with the world's digital economy.

Developing a synthetic data warehouse with data associated with people and synthetic data from national databases will be the main data pillar to create a foundation for developing digital government, promoting digital economy and forming digital society.

Forming reliable and stable data systems of the State and enterprises, thereby deploying connection solutions to share, reuse and develop models and applications of in-depth data analysis to create many new values, new products and services and new driving forces for socio-economic development in the digital transformation period of Vietnam.

Providing infrastructure to build national databases and form a digital identification information warehouse for citizens and organizations in performing administrative procedures, combined with synchronous integration and interconnection between other national databases will help develop digital government and reduce and simplify inappropriate administrative procedures, increasing people's satisfaction with the operations of state management agencies. Supporting the direction, administration, and policy making of the Government and ministries, branches, and localities on the digital data platform.

At the same time, promote commercial transactions in the digital environment to be more frequent, continuous, safe and transparent. Form and gradually expand the human data warehouse for people and businesses to exploit and use to serve innovation, deploy new industries and business fields, contributing to promoting the development of the digital economy and building a digital society.

The Government also specified specific goals that the National Data Center needs to achieve regarding data, data architecture planning, data analysis and exploitation; IT infrastructure and equipment; reform and reduction of administrative procedures; e-government development; and socio-economic development.

In terms of data, the goal is to complete the construction and put into operation a comprehensive data warehouse, immediately deploy the synthesis of data related to Vietnamese citizens and foreigners living and working in Vietnam as a premise for developing national databases to serve national security and socio-economic development. This will be basically completed by 2025.

By the end of 2025, basically complete the construction and put into operation a synthetic data warehouse synchronized from national databases and coordinated exploitation with the human data warehouse.

From 2026, deploy in-depth data analysis to support policy making and national development strategy planning; at the same time, create conditions for the development of many new products and services based on digital data exploited from shared data warehouses and open data warehouses, contributing to promoting socio-economic development.

People and businesses can exploit data from the National Data Center.

To realize the set goals, in the Project, the Government has identified 3 groups of tasks to be completed, including building and perfecting the legal basis; building and operating the center; ensuring the conditions for managing and operating the center, including clearly assigning the presiding unit and the time to perform each task.

Six groups of solutions will be focused on in the coming time, including: Mechanisms and policies; ensuring human resources; science and technology; capital mobilization and investment allocation; ensuring smooth transmission network connection between the National Data Center and ministries, branches and localities; and international cooperation.

In order to ensure the effectiveness of the National Data Center Project, the implementation process is divided into 3 specific implementation phases, including the foundation construction phase (from 2023 to 2025), the expansion phase (from 2026 to the end of 2028) and the development phase (from 2029 to the end of 2030).

The project also stipulates that the subjects using the services of the National Data Center include ministries, departments, branches, localities, socio-political organizations, people and businesses.

Accordingly, for ministries, departments, branches, localities, socio-political organizations, systems using station infrastructure, IT infrastructure in the shared area of ​​the National Data Center include: Shared data warehouse, open data warehouse synchronized from the aggregated data warehouse in the dedicated area; national database systems; systems of agencies, organizations of the Party, National Assembly, socio-political organizations; systems of agencies, units, organizations under state agencies that need to use station infrastructure, IT infrastructure at the center.

People and businesses provide and exploit their own information data and data in the open data warehouse in the shared area of ​​the National Data Center according to the provisions of law.
