These are typical examples of digital transformation that the transport industry has implemented with the goal of better serving the needs of people and businesses over the past time.
In order to focus on improving the quality of online public services and putting people at the center, the Ministry of Transport has directed units to provide and promote the use of high-level online public services in a practical manner; create data and digitize the results of handling records to reduce time and costs for people when carrying out administrative procedures.
According to the report of the Ministry of Transport, up to now, units in the Ministry have provided 291 online public services (out of a total of 418 administrative procedures (69.6%); of which 266/291 are full-process public services (91.4%).
In the first 8 months of this year, the system received and processed nearly 150,000 applications (online rate reached 82.87%), with more than 103,000 user accounts.
The Ministry of Transport has also merged the Public Service Portal and the Electronic One-Stop Information System intoAdministrative procedure information systemof the Ministry. Complete the electronic data management warehouse of organizations and individuals and digitize the results of administrative procedure settlement, ensuring the principle that people and businesses only provide information once to state administrative agencies.
Providing utilities for people, forming data for management
A leader of the Ministry of Transport said that the administrative procedure processing process at the Ministry always aims at two main goals: providing convenience for people and forming data to serve state management.
For example, the public service system.Issuance and change of transport business licenseandIssuing and changing car license platesThis is a group of public services deployed nationwide by the Ministry of Transport since 2016.
“Through the system operation process, the Ministry has created management data of more than 93,000 transport businesses; 1.1 million vehicles and more than 10,000 fixed passenger transport routes.
These data are updated, cleaned, and stored periodically through administrative procedures, and are a tool to help Departments of Transport in managing local road transport. This data is also integrated into shared data for analysis to support decision-making for leaders of the Ministry and the Vietnam Road Administration," said the leader.
Not only that, in recent times, the Ministry has actively connected and shared data with ministries, branches and localities to provide online services, not requiring people to provide data multiple times, minimizing the number of documents that must be submitted or presented.
The Ministry has connected and exploited data from 4 ministries and sectors and shared data from the Ministry of Transport with 6 ministries and 25 localities. On average, about 5.7 million data from the transport sector are connected and shared every month.
One of the administrative procedures that connects data of ministries and branches to provide online public services is the procedureChange driving licenseissued by the Department of Transport.
This procedure has been piloted by the Ministry of Transport to provide online public services since 2020. However, due to lack of connection and data interconnection, by the end of 2022, only 122 records were implemented on the system.
With the strong direction of the Prime Minister and the participation of ministries and branches in implementing Project 06, the Ministry of Transport has coordinated with the Ministry of Health to complete the connection of more than 1,300 medical facilities for driver health examinations, coordinated with the Ministry of Public Security to complete the connection of data on handling administrative violations and expanded the provision of this public service nationwide from November 2022.
Up to now, on average, nearly 700 applications are processed online every day, saving time and costs, especially for people living far from the location for issuing and exchanging driver's licenses.
It is known that in the coming time, the Ministry of Transport will focus on strengthening solutions to promote the provision of online public services more substantially with the goal of putting people at the center.
This aims not only at satisfaction but also at building people's trust and confidence when providing personal information and using public services of State agencies.
