Population data is a 'special resource', important in digital transformation

Some leaders have not fully recognized the importance of Project No. 06.

Can Tho City Party Secretary Nguyen Van Hieu affirmed: "The Government's Project 06 has been deployed and implemented over the past time and has achieved many important results." Propaganda work has been focused on, helping cadres, party members and people in the city understand the goals, meaning and importance of the Project.

Public services are provided online on the city's Administrative Procedure Information System and the National Public Service Portal of ministries and branches, ensuring accurate and timely service to people and businesses, contributing to promoting the city's economic and social development.

However, the implementation of Project 06 still has some tasks behind schedule, the implementation process has many difficulties and problems arising, especially the information technology infrastructure has not met requirements and lacks synchronization; data digitization is still slow, human resources serving digital transformation, especially human resources with information technology qualifications, are still lacking and weak.

The reason is that some Party committees and heads of departments, branches and localities have not fully recognized the position, role and importance of Project No. 06 in digital transformation, so the political determination is not high, the implementation process is still confusing, the efficiency is not as expected. Conditions to ensure means, material and technical facilities and investment funds for technology infrastructure have not met the requirements.

Cadres and party members must take the lead in implementing Project 06.

The newly issued Resolution of the Standing Committee of the Can Tho City Party Committee aims at specific goals in the following groups: Utilities serving administrative procedure settlement and online public service provision; utilities serving socio-economic development; utilities serving digital citizens in the 2023-2025 and 2025-2030 periods.

Accordingly, 100% of administrative procedures that meet the legal requirements are provided in the form of online public services and are identified, electronically authenticated or authenticated, and population data is shared. 100% of people and businesses using online public services are identified and electronically authenticated, seamlessly and consistently across all information systems of government levels from central to local.

100% of people when performing administrative procedures at the One-Stop Department at all levels are identified and electronically authenticated on the electronic identification and authentication system of the Ministry of Public Security, which is connected and integrated with the National Public Service Portal; they do not have to re-provide information and documents about residents already in the National Population Database.

100% of administrative procedure settlement results of individuals are stored electronically with personal identification numbers as mandatory information for connection, sharing, and reuse.

Integrate and develop applications on the electronic identification and authentication system platform with core applications such as: Electronic wallet, cashless payment, securities, electricity, water... on VNeID application, QR code of CCCD card with electronic chip; widely deploy the application of electronic chip features on CCCD card in the fields of finance, banking activities and some other fields of socio-economic development.

Develop, complete and effectively deploy the digital citizen mobile application from VNeID on the basis of expanding and integrating information and services such as: healthcare, insurance, driver's license, banking, electronic payment, emergency response, scene reporting, crime reporting...

The Resolution sets out tasks and solutions such as enhancing the leadership role of Party committees and authorities at all levels, especially leaders, in leading and directing the implementation of the tasks of Project 06.

Implement the motto“The law is one step ahead and predictive,”Ensure that the new steps of the Project are implemented in accordance with the provisions of law. Build, supplement, and complete a synchronous, modern, connected, and widely shared information technology infrastructure within the system of state management agencies, Party agencies, and socio-political organizations.

Identifying population data as original data, as special resources, ensuring"correct, sufficient, clean, alive"is of particular importance in digital transformation, must be maintained regularly and resolutely, and is decisive to the success of Project 06.

From population data, expand connections and share with data from departments, branches and localities. These data must be cleaned, supplemented and updated, and synchronously connected to the population database, serving the development of digital government, digital economy, digital society and digital citizens.

Pay special attention to and lead and strictly direct the implementation of regulations on ensuring security, safety of systems and data from the city to the grassroots level; train, foster and arrange human resources at 3 levels to meet the requirements of implementing the tasks of Project 06.

Directing agencies and organizations not to require confirmation of 9-digit identity cards and presentation of paper Household Registration Books and Temporary Residence Books when handling work for individuals and organizations... International cooperation in management and promotion of the value of the National Database on Population, Citizen Identification, Electronic Identification and Authentication, especially in human resource training.
