Closing of the 9th Extraordinary Session, 15th National Assembly

This extraordinary session is of great significance, aiming to consider and decide on many urgent issues serving the revolution of reorganizing and streamlining the apparatus, meeting the very high requirements of the country in the new era. This is an issue that is receiving high consensus and support from cadres, party members and people, and also creating a premise for organizational and personnel work at the 14th National Party Congress, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

In addition, the National Assembly reviewed, decided, and promptly removed difficulties and obstacles in institutions and policies, creating breakthroughs to perfect infrastructure, promote resources, and create new development spaces, in order to successfully implement the goals set by the 13th National Party Congress.

Specifically, at this session, the National Assembly considered and approved: Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Promulgation of Legal Documents (amended); Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus; Resolution of the National Assembly on the organization of National Assembly agencies; Resolution of the National Assembly on the number of members of the Standing Committee of the 15th National Assembly (amended); Resolution of the National Assembly on the organizational structure of the Government for the 15th National Assembly term (amended); and Resolution of the National Assembly on the number of members of the Government for the 15th National Assembly term (amended).

At the same time, review and decide on personnel work within authority.

In addition, the National Assembly considered and decided: supplementing the socio-economic development plan for 2025 with a growth target of 8% or more; Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology and innovation activities; Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; Investment policy for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project; specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project; investment plan to supplement charter capital for the period 2024 - 2026 of the parent company - Vietnam Expressway Corporation (VEC); and some urgent mechanisms and solutions needed to implement the Project of Renovation, repair, upgrading and construction of new office of the President's office at 2 Le Thach, Hoan Kiem, Hanoi.

According to the program, immediately after the closing session, the Secretary General of the National Assembly will hold a press conference to announce the results of the session.
