After this result, the People's Committee of Tu Nghia district directed the police to coordinate with the People's Procuracy of the district to urgently complete the procedures and files to issue a decision to prosecute the case, prosecute the accused, and temporarily detain Mr. Phan Thuong My (44 years old, group 1, La Ha town, Tu Nghia district) for 2 months for the crime of "intentionally causing injury or harm to the health of others".

The arrest warrant was executed at around 8:00 p.m. the same day.

"This is a serious incident that causes harm to children, so the District Party Committee and People's Committee are continuously monitoring it. The execution of the arrest warrant must be done immediately that night," said Mr. Vinh.

On December 18, speaking to reporters, Mr. Nguyen Dang Vinh said he had directed the district police to investigate, clarify and strictly handle the person who beat the student repeatedly, with sufficient elements to immediately prosecute.

Child abuse is unacceptable.

"I watched the clip from the security camera of the people at the time of the incident. I cannot imagine why the child was beaten so repeatedly and so severely. This is unacceptable behavior and needs to be dealt with severely. I request the police to investigate and immediately prosecute if there are sufficient factors," said Mr. Vinh.

Mr. Vinh said that the District People's Committee is closely monitoring the case, and the police are taking steps in order such as taking statements and assessing injuries; the Department of Education and Training is coordinating with the principal of La Ha Town Secondary School to understand the cause, do ideological work to stabilize the students' psychology; associations and organizations visit, encourage and understand the wishes and aspirations of the child and parents as well as have a voice to protect children...

The leader of the Department of Education and Training of Tu Nghia district said that immediately after the incident, he reported to the District Party Committee and the District People's Committee.

The preliminary cause has been determined by the school, and the final cause must be determined by the district police. But whatever the reason, it is unacceptable for parents to beat their students so brutally.

"When discovering a conflict between a child and a friend, it is necessary to investigate, explain, and coordinate with the school to educate them together. No one would block the road, threaten, and beat them like that. Currently, the Department of Labor, War Invalids, and Social Affairs and child protection units have stepped in to protect the beaten student," said the leader of the Department of Education and Training of Tu Nghia district.

Wrongly suspected and beaten by adults

Before that, at around 11:30 am on December 8, Lam Gia Khiem (14 years old, grade 9, La Ha town middle school) finished school and rode his bike home. When he was about 800m from the gate of La Ha town middle school, Mr. Phan Thuong My (parent of a classmate of Khiem) came from behind.

According to a local camera recording the entire incident, Mr. My and Khiem stopped to talk for about 30 seconds. Then Mr. My rushed to beat Khiem. When Khiem fought back, Mr. My beat him harder, mostly in dangerous areas of the body such as the head, nape, and stomach...

After beating him, Mr. My left. Khiem sat down on the road, then stood up after a while. Local people who knew about the incident came to visit him, and a teacher from the school passed by and saw Khiem bleeding from the nose. She asked him what happened, then helped contact his family and took him to Tu Nghia District Medical Center for treatment.

The child was then transferred to Quang Ngai General Hospital, where doctors concluded that Khiem had severe pain and swelling in his head and face, vomiting, and abrasions on both shoulders due to being beaten. He was diagnosed with intracranial injury and was transferred to the neurosurgery department for treatment.

After four days of treatment, the child gradually stabilized, and the family asked to let the child go home to continue treatment so that he could review and prepare for the first semester exam.

Mr. Vinh, Chairman of the People's Committee of Tu Nghia district, said that the reason why Mr. My blocked the road and beat Khiem was because of a very simple matter: Mr. My's son lost his computer and suspected Khiem of taking it, then went home and told his mother.

The parents of the two children had a phone conversation. The next day, the student who hid the computer from Mr. My's child (not Khiem) took the initiative to return the computer.

Khiem and Mr. My's son talked back and forth, but it only stopped at normal student talk. Unexpectedly, Mr. My blocked the road and beat Khiem's son.
