Accordingly, the Provincial Party Committee's Propaganda and Mass Mobilization Commission is an advisory and assisting agency of the Provincial Party Executive Committee, directly and regularly the Provincial Party Standing Committee, the Provincial Party Standing Committee in the work of Party building in terms of politics, ideology, ethics; in the Party's policies and guidelines in propaganda and mass mobilization work, perfecting socialist democracy, tightening the close relationship between the Party and the people, relying on the people to build the Party and the political system.

The Provincial Party Committee's Propaganda and Mass Mobilization Department is a specialized and professional agency for propaganda and mass mobilization work of the Party and the Provincial Party Committee.

The Provincial Party Committee's Propaganda and Mass Mobilization Department is the standing agency of the province's five steering committees, including: Provincial Steering Committee 35 (Steering Committee for protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints); Steering Committee for foreign information work; Steering Committee for implementing democracy at the provincial grassroots level; Steering Committee for religious work of the province and Steering Committee for coordinating the program of activities between the Provincial Military Command and socio-political and humanitarian organizations of the province.

The Provincial Party Committee's Propaganda and Mass Mobilization Commission has the following main tasks: Research, propose and implement; guide, inspect, supervise; appraise, examine; coordinate; perform a number of other tasks assigned by the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee and the standing committees of the province.

The Standing Committee of the Provincial Party Committee also regulates the organization and staffing of the Provincial Party Committee's Propaganda and Mass Mobilization Commission. The leadership of the Provincial Party Committee's Propaganda and Mass Mobilization Commission includes a Head and no more than 5 Deputy Heads; special cases are decided by the Standing Committee of the Provincial Party Committee but ensure the principle that the total number of deputies of heads of advisory and support agencies of the Provincial Party Committee does not exceed 18 people (or according to regulations of the Central Government).

The Provincial Party Committee's Propaganda and Mass Mobilization Department consists of 6 specialized departments: Office; Political theory, Party history; Information, propaganda, press, culture - arts; Science and education; Mass organizations and associations; Mass mobilization of state agencies, ethnic groups and religions.

The staffing of the Provincial Party Committee's Propaganda and Mass Mobilization Department is reviewed and decided annually by the Provincial Party Committee's Standing Committee. The number of staffing allocated to the departments is decided by the department's leaders based on the assigned staffing.

The Provincial Party Standing Committee also regulates the standards for titles and the structure of cadres, civil servants and the working relationship between the Provincial Party Committee's Propaganda and Mass Mobilization Department and relevant agencies and units...

Previously, on the morning of February 7, the Standing Committee of the Hai Duong Provincial Party Committee announced the decision of the Provincial Party Committee to merge the Provincial Party Committee's Propaganda and Education Committee and the Provincial Party Committee's Mass Mobilization Committee into the Provincial Party Committee's Propaganda and Education Committee from March 1, 2025.
