As of August 5, 91% of candidates have completed the online university admission fee payment procedure, the deadline is 5:00 p.m. on August 6. The online registration channel is operating completely smoothly.
That was the affirmation of Deputy Minister of Education and Training Hoang Minh Son at the regular Government press conference on August 5 in Hanoi.
This year, the Ministry of Education and Training has adjusted the application form to facilitate candidates, to avoid confusion and omission. Specifically, candidates only need to register according to the admission code (school, group of majors, majors or programs), without having to register according to the combination and code of the admission method. The system will base on the candidate's test score data to consider admission.

That is a prominent new feature in university admissions, according to Deputy Minister Hoang Minh Son.
Another important new point is that the consideration of priority subjects is also faster and more convenient thanks to the Ministry of Education and Training coordinating with the Ministry of Public Security to exploit the National Population Database.
Accordingly, candidates do not have to ask for confirmation from any place but only need to declare accurately and be responsible for the information at the time of registration for the 2023 High School Graduation Exam.
The Deputy Minister said that from August 12 to 5:00 p.m. on August 20, training institutions will coordinate with relevant units to review data on the system, then upload data and admission information to organize admission for registered candidates.
The virtual filtering and processing of candidates' wishes will be done 6 times on the system and will end on the afternoon of August 20. Before 5:00 p.m. on August 22, universities will announce the 2023 university admission scores and admission results.
Regarding tuition fees, Deputy Minister Hoang Minh Son emphasized that in the context of economic difficulties, the Government set the goal of stabilizing the macro economy and controlling inflation. Therefore, not increasing tuition fees helps people reduce the burden of tuition fees they have to pay for their children.
Higher education provides high-quality human resources, scientific and technological resources, and has the mission of implementing one of the three strategic breakthroughs. This is also a field that has been greatly affected in the past three years by the pandemic and other issues, and is under pressure from global competition.
Therefore, higher education includes financial mechanisms, tuition policies and learner support policies.
Tuition policies (Decree 60 and Decree 81) have not yet been implemented. Resources for higher education institutions have not increased for three years. With rising prices, it is a big challenge to retain lecturers and teachers.
Therefore, the Ministry of Education and Training is trying to ensure regular spending on higher education, and has not yet implemented a roadmap for calculating prices for higher education services. The Ministry will propose that the Government have policies to support schools in difficult circumstances, similar to supporting businesses.
