New regulations on job positions and salary bases in schools

According to the Ministry of Education and Training, the development of a circular guiding job positions will be the basis for implementing the new salary policy.

The Ministry of Education and Training (MOET) has just issued a circular providing guidance on job positions, staff structure according to professional titles, and quotas for the number of people working in general education institutions and public specialized schools.

According to the Ministry of Education and Training, the development of a circular guiding job positions aims to implement Decree No. 106 of the Government as well as serve as a basis for localities to develop job position projects.

The quota for teachers at all levels is determined based on the principle of ensuring sufficient numbers of employees according to the quota to carry out teaching of all subjects and educational activities and to carry out shared professional work, support work, and services of educational institutions.

Job positions that do not have enough work to perform within the prescribed time of one person, are arranged to perform part-time tasks. Job positions that cannot be arranged for a permanent position must have a labor contract or part-time job. The person arranged to hold part-time jobs must be trained and fostered to meet the professional and technical capacity of the part-time job position.

The Circular also clearly states that the number of teachers in public schools includes teachers recruited as civil servants and teachers on labor contracts. The number of people working according to the norms and job positions prescribed in this Circular is determined according to the class size of each general education institution.

Circular regulating the division of regions to serve as a basis for calculating teacher quotas as follows:

- Region 1: Communes in region II and region III according to current regulations in ethnic minority and mountainous areas; communes with special difficulties in coastal areas; communes with special socio-economic difficulties; island communes, offshore islands, border communes, and safe zone communes according to Government regulations;

- Region 2: Communes in region I (except wards and towns) according to current regulations belong to ethnic minority and mountainous areas;

- Region 3: Wards and towns in region I according to current regulations in ethnic minority and mountainous areas and the remaining communes, wards and towns.

The number of students/class by region used as a basis for assigning or approving the number of employees in general education institutions is as follows:

- Region 1: Average 25 students/class for primary school; average 35 students/class for secondary and high school;

- Region 2: Average 30 students/class for primary school; average 40 students/class for secondary and high school;

- Region 3: Average 35 students/class for primary school; average 45 students/class for secondary and high school;

The number of students per class is determined specifically for each educational institution, not determined by administrative units at commune, district, or province levels.

Each school has 1 student counselor.

The Circular also specifies the number of people working in specialized job positions (teaching, student counseling, positions supporting education for the disabled, positions in laboratory equipment), common specialized job positions (library, office administration, clerical, cashier, accountant) and support and service job positions.

Some notable new points in the circular include: Medical job positions are transferred to the group of support and service job positions; information technology job positions are replaced by office administration job positions; 1 student counseling job position is added.

Due to the change in category groups, for the positions of school health and information technology, the new circular also has transitional provisions to ensure the rights of school health and information technology staff who have been recruited and are performing their duties.
