The Chairman of Hai Duong Provincial People's Committee requested the Department of Culture, Sports and Tourism to develop a project on the management of parking lots, services and shops at the Con Son - Kiep Bac relic site.
On the afternoon of May 10, comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the first meeting of the Provincial People's Committee in May.
At this meeting, the Provincial People's Committee listened to and gave opinions on the proposal for a plan to manage parking lots, services, and shops at the Con Son - Kiep Bac special national relic site (Chi Linh City).
After listening to the delegates' comments on the report, Chairman of the Provincial People's Committee Trieu The Hung emphasized that this content had been heard by the Provincial People's Committee once at the April meeting (3rd time). At that meeting, the Provincial People's Committee agreed on the policy of handing over the management of the parking lot, services, and shops to the Con Son - Kiep Bac Relic Management Board.
The Chairman of the Provincial People's Committee assigned the Department of Culture, Sports and Tourism to continue to receive constructive comments from the participants at the meeting. It is possible to develop a project, clarifying the contents in the direction of: Assessing and summarizing the current status of parking lots and shops. Are there any shortcomings in the management of parking lots and shops that require a change in management unit? If the parking lots and shops are handed over, does the Con Son - Kiep Bac Relic Management Board have enough capacity to manage them? Plan for dividing the collected capital, the objects of division. After changing the management unit, how will the promotion of local products be carried out?...
The re-planning of shops in the project should prioritize those who are selling at the relic site. The project also needs to have a solution so that the sellers can become tour guides at the relic site...
According to the report of the Department of Culture, Sports and Tourism, at Con Son relic site, there are currently 3 parking lots with a total area of 21,000 m² and 100 fixed shops. At Kiep Bac relic site, there is 1 parking lot with an area of 7,800 m²; 71 fixed shops. Of which, some areas of parking lots and shops have been compensated and recovered and are managed by the Con Son - Kiep Bac relic site management board; the rest are managed by the People's Committee of Cong Hoa ward and Hung Dao commune.
Parking lots in Con Son - Kiep Bac are limited in area, not reinvested, upgraded, expanded in area and equipped with supporting equipment, no waste collection and treatment system, fire prevention and fighting system... During the festival season, there is a shortage of human resources to serve the parking lots. The service system and shops do not follow the overall plan for preserving the relic site approved by the Prime Minister, affecting the security, order, landscape and environment at the relic site and the pilgrimage and worship of tourists, especially during the festival season.
At the meeting, the Provincial People's Committee also discussed and reviewed a number of contents reported by the Department of Planning and Investment, Department of Culture, Sports and Tourism, Department of Industry and Trade and Hai Duong City People's Committee.
