The Provincial People's Committee agreed to assign the Hai Duong City People's Committee to carry out site clearance for the Ngo Quyen mixed-use high-rise housing area from the city's budget to create a clean land fund for auctioning land use rights to select investors to implement the project. At the same time, organize the implementation of the investment project to build a cultural house in residential area No. 9 to serve the needs of the people.

For the project of Hai Duong City Central Urban Area - Area 2 (Diamond Land), the Provincial People's Committee agreed to assign Hai Duong City People's Committee to invest in building internal roads and clearing the project site from Hai Duong City's budget to create a clean land fund. Assign Hai Duong City People's Committee to review and include the land area to be recovered for project implementation in the local land use planning and plan as a basis for implementation.

According to the approved detailed construction plan, the Ngo Quyen mixed-use high-rise residential area has a total area of ​​19,421 m², including a 32-storey mixed-use building (excluding the basement), a low-rise residential area with 25 adjacent residential lots, a cultural house, trees, internal traffic roads, etc.

Hai Duong City Central Urban Area - Area 2 has a total planned land area of ​​34,497.74 m², including 3 high-rise buildings and green land - water surface, traffic land, parking lot, technical infrastructure works...

At the meeting, the Provincial People's Committee also heard reports on the contents of site clearance for the road connecting Tue Tinh urban area with Ngo Quyen street (National Highway 37 through Hai Duong city); the policy of building a new Thong Nhat cinema; the project to merge the Cam Giang district relic management board, Kinh Mon town relic management board into the Con Son - Kiep Bac relic management board and change the name to the Hai Duong province special national relic management board under the Department of Culture, Sports and Tourism and the reports: on the proposal of a plan to manage parking lots, services, and shops at the Con Son - Kiep Bac relic site; issuing a decision approving the local industrial promotion plan for 2024 in the province, the plan to arrange the Center for Application of Science, Technology and Variety Testing under the Department of Science and Technology.
