Along provincial road 392 through Minh Duc commune, there are many factories built close together on both sides of the road.

According to the People's Committee of Tu Ky district, Minh Duc commune has attracted 16 projects, including 11 domestic projects and 5 projects with foreign direct investment (FDI) with a total investment of about 1,200 billion VND. Of these, 11 projects have come into operation, attracting more than 8,000 workers, with an income of 7-15 million VND. Currently, a number of other projects have basically completed site clearance and are implementing technical infrastructure construction. There are 4 enterprises from Korea, Taiwan, Hong Kong (China) that have come into operation, including the following LLCs: Sees Vina, Sky Dragon Vietnam, Go Viet Phat HD, Tae Kyung Vina.

The largest enterprise is Sky Dragon Company Limited (100% capital from Hong Kong, China), with a total charter capital of more than 222 billion VND, operating mainly in the field of children's toy production. The company has been in operation since February 2018, and has so far attracted more than 3,000 workers.

According to Nguyen Thanh Chung, Head of the Economic-Infrastructure Department of Tu Ky district, in the past 4-5 years, although it has not yet developed into a point, cluster or industrial park, Minh Duc commune has become the top choice when businesses come to invest in the district. This is also one of the three localities of Tu Ky that attracts the most businesses today. The reason is that the commune has a convenient geographical location and traffic, located next to Provincial Road 392 intersecting with National Highway 37, connecting with Thanh Mien, Gia Loc and Ninh Giang districts. The source of unskilled labor in the locality and neighboring areas is abundant, meeting the recruitment needs of businesses. In particular, the site clearance work is implemented quickly, creating favorable conditions for investors.

Realizing that site clearance directly determines the success of investment projects, the People's Committee of Minh Duc commune has closely coordinated with investors to do this well. According to the People's Committee of Minh Duc commune, many difficulties arose when implementing site clearance, such as the area of ​​recovered land related to many households using agricultural land. Most households supported the general policy but were still concerned about the support price, living environment, etc. Therefore, all villages in the commune established a site clearance support team, went to each household to propagate and mobilize to create consensus. Thanks to the active participation of the political system from the commune to the village, households with recovered areas all received compensation and handed over clean land to the project contractor.

Nguyen Van Thanh, Director of Human Resources and Administration of Sky Dragon Vietnam Co., Ltd., highly appreciated the fact that the company received active support from the local authorities in site clearance and administrative procedures. This helped the company to build the factory on schedule and quickly put it into operation.

Multiple support solutions

According to Vice Chairman of Tu Ky District People's Committee Dao Van Soai, the number of enterprises investing in Minh Duc commune has increased rapidly in recent years, creating a breakthrough in the local industrial development, contributing significantly to promoting the overall economic growth of the district. The locality prioritizes industrial development associated with environmental protection, sustainable development, and the use of green and modern technology.

During the process of enterprises going into operation, Tu Ky district has paid attention to creating resources and developing the Party in enterprises. Up to now, Minh Duc commune Party Committee has had 2 Party cells in foreign-invested enterprises, which are the Party cell of Sees Vina Co., Ltd. and the Party cell of Sky Dragon Vietnam Co., Ltd. This is a locality with many Party cells in FDI enterprises of the district. Having a Party cell in the company is a favorable condition for workers and laborers to participate in activities, grasp legitimate aspirations, and protect the rights of laborers.

Tu Ky District People's Committee also regularly organizes meetings to listen to the thoughts and aspirations of businesses to find solutions to accompany and support them.

However, according to the approved plans of higher levels, Minh Duc commune has not yet formed an industrial cluster. Therefore, projects leasing land in the commune when constructing projects must proactively build infrastructure, access roads, and wastewater treatment systems, which will increase the total investment cost. This is also an obstacle for investors. Enterprises are still scattered and dispersed in the area. It is known that previously, in 2020, Tu Ky District People's Committee proposed to supplement the development plan of Minh Duc-Quang Khai industrial cluster with a scale of 72 hectares.

“In the coming time, the District People's Committee will proactively implement many solutions, prioritizing administrative reform, improving the investment environment, and accelerating site clearance to shorten the time for businesses to access land. The locality will allocate funds and mobilize social resources to invest in building a system of service roads along Provincial Road 392 according to the approved master plan for Minh Duc commune. This will contribute to ensuring traffic safety and promoting investment attraction in the communes along Provincial Road 392, including Minh Duc,” said Mr. Soai.
