Recently, Dai An Industrial Park Infrastructure Development One Member Co., Ltd. has been speeding up the construction of technical infrastructure to prepare for the operation of Dai An Industrial Park Phase 2 expansion (Cam Giang, Hai Duong).
Urgent construction of technical infrastructure
In the early days of spring, the working atmosphere at the Dai An Industrial Park expansion project phase 2 was bustling. On the construction site of several hundred hectares, there was still a mess of soil, sand... construction teams with dozens of workers and machines were trying to speed up the construction of technical infrastructure with the hope of putting the project into operation soon. "The weather is favorable, so the construction is taking place more quickly and urgently. We are currently focusing all resources to complete the infrastructure of phase 1 of the project. Up to now, the construction teams have ensured the scheduled progress," said a construction site commander.
According to the infrastructure investor, by February 20, construction units had completed leveling the ground on an area of 21.5 hectares, accounting for nearly 10% of the total area of this industrial park. Of which, 1.5 km of traffic roads, drainage systems, water supply, wastewater treatment plants, and lighting on routes 1A, 2.3, and 3 have been basically completed. The temporary power system will use the 22kV line that was previously installed.
Mr. Luong Thanh Phong, Deputy Director of Dai An Industrial Park Infrastructure Development One Member Co., Ltd., said that up to now, the Dai An Industrial Park expansion project phase 2 has cleared 151 hectares of land, accounting for 66.5% of the total area. The entire area has been converted to land use purpose by the Provincial People's Committee and assigned to the infrastructure investor to implement the project. Currently, the construction unit has basically completed the construction of the first phase of technical infrastructure. on an area of 21.5 hectares. This is an industrial land area that can attract investment in the coming time.
Quickly remove obstacles
Currently, the Dai An Industrial Park phase 2 expansion has 76 hectares of unfinished site clearance. This area is mainly agricultural land and aquaculture ponds of 183 households in Cam Doai and Cam Dong communes (Cam Giang). In addition, there are a number of graves that have not been moved. A representative of the Department of Natural Resources and Environment of Cam Giang district said that some households said that the unit price for compensation and property support was still low and requested the investor to consider supporting additional funds for construction investment. In addition, during the inventory process, many households subject to land recovery could not provide a contract or the contract was incorrect or expired, so there was no basis for making a compensation and support plan. Regarding the transformer station and 35kV power line, Cam Giang district has coordinated with the infrastructure investor to make a preliminary plan to move the power line and transformer station out of the project.
"We are still propagating and mobilizing households to receive support money for site clearance so that the project can be implemented on schedule. For cases of deliberate delay, the district will complete the documents to proceed with forced relocation of graves and land recovery. The district strives to complete site clearance of 32.1 hectares in plots XN 16 and XN 18 before March 10," said Mr. Nguyen Khac Nghia, Head of the Department of Natural Resources and Environment of Cam Giang district.
To ensure the project's progress, Dai An Industrial Park Infrastructure Development One Member Co., Ltd. agreed to support a part of the cost beyond the regulations for households. Accordingly, the infrastructure investor will support 20% of the remaining property value on the land that people have built and 100% of the fish loss for households whose aquaculture area has expired the contract with the Commune People's Committee. For households with graves within the project implementation area, the infrastructure investor will support money for incense and flowers when moving the graves.
According to the infrastructure investor, there are currently many secondary investors with large investment capital and high technology content who are in need of investing in the Dai An Industrial Park expansion phase 2. To ensure that investment attraction takes place smoothly, the infrastructure investor requests the electricity industry to soon construct the Tu Minh transformer station to supply electricity to this industrial park before June 2024. Cam Giang district needs to speed up the site clearance progress so that the infrastructure investor can implement the project effectively and synchronously, creating advantages in attracting investment.
The project to invest in construction and business of infrastructure of Dai An Industrial Park expansion phase 2 is invested by Dai An Industrial Park Infrastructure Development One Member Co., Ltd. with a total capital of about 2,300 billion VND. The project has a total area of 227 hectares, of which 187 hectares are in Cam Doai commune, 40 hectares are in Cam Dong commune (Cam Giang).
