[Audio] Consider investment plan to build the Provincial Concentrated Administrative Area

At the regular meeting of May, the third time on the morning of May 23, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, concluded that the Provincial People's Committee basically agreed with the report of the Department of Planning and Investment on the investment plan to build the Hai Duong Provincial Concentrated Administrative Area. The Department of Planning and Investment was assigned to receive the opinions of the delegates, coordinate with the Provincial People's Committee Office to complete the draft report of the Party Committee of the Provincial People's Committee, and complete it before May 25 to report to the Provincial Party Committee Standing Committee according to regulations. The Department of Planning and Investment coordinated with the Provincial People's Committee to issue a document reporting to the Prime Minister to propose project implementation.

According to the report of the Department of Planning and Investment, the investment in the construction of the Provincial Concentrated Administrative Area aims to overcome the current fragmentation and dispersion, create conditions for administrative reform, a modern working environment for officials and civil servants, improve the efficiency of state management, and meet the requirements of industrialization, modernization and international integration. The Provincial Concentrated Administrative Area is built as a place to organize events and meetings at the provincial and national levels, meeting the needs of welcoming domestic and international guests to work, while creating architectural highlights, contributing to the environment and urban landscape. Currently, the headquarters of the province's administrative agencies were built a long time ago, are degraded, and have outdated facilities. The electricity and water systems have been damaged. The headquarters are scattered in old, densely populated streets with poor and unsynchronized technical infrastructure.

Deputy Director of the Department of Planning and Investment Nguyen Hai Chau reported at the meeting.

According to the proposed plan of the Department of Planning and Investment, the investment policy for the Provincial Concentrated Administrative Area will be organized into 2 independent projects, including: Hai Duong Provincial Public Administration Center Project (including the office block of the provincial departments, branches and sectors) and the project to build the office block of the Standing Committee of the Provincial Party Committee, the Provincial Party Committee Office, the Party Committees of the Provincial Party Committee, the People's Council, the People's Committee, the National Assembly Delegation and technical infrastructure works outside the building. The investment will be divided into 2 phases, in which phase 1 (2024-2028) will invest in the construction of the headquarters of the departments, branches and sectors; phase 2 (after moving the departments, branches and sectors to the Provincial Concentrated Administrative Area and organizing the auction of the old headquarters) will invest in the remaining items and works.
