Mr. Bui Van Song, Standing Deputy Secretary of the Party Committee, Chairman of the People's Council of Minh Hoa commune and Ms. Pham Thi Hoa, Vice Chairman of the People's Committee of Minh Hoa commune, Kinh Mon town (Hai Duong) were prosecuted for the crime of abusing their positions and powers while performing official duties.
On the afternoon of April 2, working with reporters of Hai Duong Newspaper, the leader of Kinh Mon City Party Committee said that he will continue to base on the investigation results and the verdict of the trial of the two leaders of Minh Hoa commune to carry out the procedures for consideration, handling and discipline.
Currently, Mr. Bui Van Song and Ms. Pham Thi Hoa are suspended from Party Committee activities. Ms. Hoa has been temporarily suspended from work. Both have also been suspended from performing their duties and powers as delegates of the People's Council of the commune for the 2021-2026 term. After being prosecuted, the defendants are prohibited from leaving their place of residence.
According to the reporter's investigation, Mr. Song and Ms. Hoa were prosecuted when the Ho Chi Minh City Police Department expanded the investigation into the illegal sand mining ring on the sea in Can Gio (Ho Chi Minh City).
Mr. Bui Van Song, Standing Deputy Secretary, Chairman of the People's Council of Minh Hoa Commune, is the husband of Ms. Truong Thi Minh (Ms. Minh is the owner of a ship involved in the illegal sand mining case at sea in Can Gio). After Ms. Minh's ship and a number of other ships (the ship owners are from Minh Hoa Commune) were arrested at sea in Can Gio, Mr. Song "asked" Ms. Pham Thi Hoa, Vice Chairman of the People's Committee of Minh Hoa Commune to sign and confirm the authorization papers to manage and use the above ships from Ms. Minh and the ship owners to another person. The confirmation of the above authorization papers was determined to be done outside working hours, not in accordance with the procedures and legal regulations. The above actions of the defendants were aimed at "legalizing" the authorization, avoiding responsibility for the ship owners (including Mr. Song's wife) and making a file to request the return of the sand dredging ship that was being detained.
Regarding the above case, on March 28, the Ho Chi Minh City Police Investigation Agency announced that it had concluded the investigation into the illegal sand mining case at Can Gio beach, transferring the case file to the Ho Chi Minh City People's Procuracy to propose prosecuting 24 defendants for the following crimes: Violating regulations on resource exploitation; bribery; bribery brokerage; money laundering; taking advantage of positions and powers while performing official duties; consuming property obtained by others through crime; fraud to appropriate property. The 3 people involved in this case are being investigated by the Ho Chi Minh City Police in an independent case, which will be concluded and proposed for prosecution later.
Previously, at 11:45 p.m. on May 5, 2022, Water Regiment II, Traffic Police Department (Ministry of Public Security) patrolled and controlled the coastal area of Con Ngua in Can Gio district (Ho Chi Minh City), discovering 12 ships equipped with sand suction equipment with a load capacity of 591 to 1,793 tons, suspected of illegal sand mining activities.
The delegation made a record and inspected 3 barges anchored at the Vam Tuan River junction in Can Giuoc district, Long An province. Afterwards, the Traffic Police Department handed over the initial file to Ho Chi Minh City Police for handling according to their authority.
In the above case, along with Mr. Song and Ms. Hoa, there were 8 other subjects from Kinh Mon town who were prosecuted; in which Ms. Truong Thi Minh, Mr. Song's wife, was prosecuted for violating regulations on resource exploitation.
Kinh Mon Town Police are continuing to coordinate with units under Ho Chi Minh City Police to solve the case; at the same time, manage the subjects in the locality.
