Dismantling a group of people impersonating medical agencies to defraud and appropriate property

Bac Tu Liem District Police have just issued a decision to prosecute the case, prosecuting 10 defendants to investigate and clarify the act of impersonating a medical agency to appropriate property.

Previously, on September 15, Bac Tu Liem District Police received a complaint from Ms. NTD, denouncing that she had been scammed by a group of people, who appropriated 1.2 billion VND, by making phone calls to buy and sell oriental medicine and participating in free health check-up programs.

Immediately after receiving the report, Bac Tu Liem District Police quickly investigated and identified the group led by Nguyen Van Tam, who had defrauded and appropriated Ms. NTD's property, so they arrested her.

At the police station, Nguyen Van Tam confessed to hiring a group of 12 employees, including: Nguyen Van Quang, Ngo Duc Nghia, Trinh Viet Hoang, Ngo Viet Hoang, Bui Manh Hung, Nguyen Nhu Tam, Ngo Anh Duc, Nguyen Xuan Bach, Bui Van Thuan, Ngo Dang Anh, Ngo Anh Minh, Ngo Thanh Binh, in which Nguyen Van Quang was the manager of the MBbank account, account number 28829072004, under the name Quang, to receive the scammed money.

Evidence of the case

During the preparation process, Tam bought functional foods that support bone and joint problems and insomnia for 30,000 VND/box; bought cheap phones and many SIM cards without the owner's name to use as communication tools; and at the same time bought information on phone numbers of bone and joint and insomnia patients (including name, age, address, type of bone and joint and insomnia medicine purchased, amount of money customers spent on medicine...) for 1,000 VND/phone number.

After that, Tam carried out the advertising (marketing) of the products. Tam gave each employee 50-100 phone numbers of patients with bone and joint diseases, insomnia, to call impersonating doctors, health department inspectors... to defraud and appropriate property by buying and selling traditional medicine and participating in the program "people who have used traditional medicine for a long time will have the state pay 80% of the money spent on buying medicine and will be given a free medical examination and treatment card from Central hospitals".

If the victim agrees, they will be "supported with medical examination records and sent postal packages of medicine for bone and joint diseases; about 10 days later, the inspection association will come to examine and pay 80% of the promised amount", and at the same time, the victim will be required to pay an advance payment for the records from 1,000,000 VND - 3,000,000 VND, depending on the victim.

Group of scammers arrested

If the victim agrees, Nguyen Van Quang will package the parcel including medicine for bone and joint diseases, a warranty card with the customer's name, with a red stamp bearing the name of director Bui Xuan Thuan; legal representative Ngo Duc Nghia, and send it to the victim, so that they trust Viettel Post's COD (cash collection) service and collect from 1,000,000 VND - 3,000,000 VND from them.

When the victim believes, Tam's group will continue to provide fraudulent information about "making a periodic medical examination book, receiving free medicine, and receiving 2,800,000 VND per month from the state for 5 years", or Nguyen Van Tam will call the victim, claiming to be Nguyen Minh Chau - Director of MBbank, asking to pay VAT and many other reasons so that the victim continues to transfer money until he is no longer able to pay, or discovers that his property has been defrauded.

During the process, Nguyen Van Tam agreed with the group of employees that if he defrauded customers of less than VND100,000,000, Nguyen Van Tam would give the employees 20% of this amount. If he defrauded customers of more than VND100,000,000, Nguyen Van Tam would give the employees 30%. Using the above tricks, the group led by Nguyen Van Tam defrauded 5 victims, appropriating VND1,329,550,000.

Currently, the Investigation Police Agency of Bac Tu Liem District Police is continuing to investigate and expand the case, handling the subjects according to the law.
