Deploying 3 strategic breakthrough tasks and solutions on Party building in 2024

On the morning of December 28, in Hanoi, the Central Organizing Committee held a national conference to review Party building work in 2023 and deploy tasks for 2024.

Attending the conference were Politburo members: Standing member of the Secretariat, Head of the Central Organization Committee Truong Thi Mai; Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee Phan Dinh Trac; Secretary of the Party Central Committee, Head of the Central Inspection Committee Tran Cam Tu; Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court Nguyen Hoa Binh; Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang; Secretary of the Hanoi Party Committee Dinh Tien Dung.

Party Central Committee Secretaries: Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Head of the Central Propaganda Department Nguyen Trong Nghia; Head of the Central Mass Mobilization Department Bui Thi Minh Hoai; Deputy Prime Minister Le Minh Khai; Head of the Central External Relations Department Le Hoai Trung also attended.

In 2023, with political determination and a sense of responsibility, the entire Party Building Organization sector has been proactive, creative, and made efforts to advise and successfully complete assigned tasks, making an important contribution to the work of Party building and rectification.

The entire sector focused on advising, improving the quality, and ensuring the progress of projects and tasks submitted to Party committees at all levels; basically completing 21 projects (100%) according to the Program and Work Plan of the Central Executive Committee, Politburo, Secretariat and Central Organizing Committee.

In general, since the beginning of the 13th term, the whole industry has completed 90 projects and tasks on Party building and organization work, advised the Central Executive Committee, the Politburo, and the Secretariat to issue 60 documents and presided over the issuance of 25 guidelines on Party building and organization work.

The whole sector focuses on perfecting the system of documents on Party building and organization work, contributing to concretizing and implementing the Resolution of the 13th National Party Congress in a synchronous, unified, comprehensive and interconnected manner within the political system; standardizing and tightening discipline and order, meeting practical requirements; proactively advising on preparations for the 14th National Party Congress; advising the Politburo to submit to the Central Executive Committee for agreement on the establishment of 5 sub-committees.

Conduct a survey on the implementation of the Party Charter from 2011 to present; deploy the activities of the Party Charter Subcommittee; disseminate and guide the development of the 5-year Party building summary report (2021-2025) and the 15-year summary report on the implementation of the Party Charter (2011-2025), ensuring democracy, consistency and unity.

The planning work of the 14th Central Executive Committee for the 2026-2031 term was conducted scientifically, closely, cautiously, democratically, objectively, and transparently, ensuring the leadership of the Central Executive Committee and the Politburo on the basis of fully promoting the authority and responsibility of Party committees, Party organizations, and functional agencies, contributing significantly to the preparation of personnel for the 14th National Party Congress.

The Politburo continues to pay attention to and attach importance to the work of cadres, directing the improvement of institutions, associated with the effective implementation of the Conclusion of the 4th Central Conference of the 13th tenure, ensuring the principle of democratic centralism, tightening discipline and order; promoting the assignment, decentralization, delegation of power, setting an example for Party committees, Party organizations, leaders and cadres directly advising on cadre work.

The entire industry has advised on the issuance of a number of important documents such as: Regulation No. 114-QD/TW on controlling power and preventing and combating corruption and negativity in personnel work with a number of new points, demonstrating the Party's strong determination, contributing to doing well in personnel work, building and rectifying the Party and preventing and combating ideological, political, moral and lifestyle degradation, manifestations of "self-evolution" and "self-transformation."

Regulation No. 96-QD/TW of the Politburo on taking a vote of confidence for leadership and management positions in the political system has added an information channel to evaluate cadres, contributing to ensuring the quality and effectiveness of cadre work.

Regulation No. 124-QD/TW on annual quality review, assessment and classification of collectives and individuals in the political system has promoted the spirit of self-criticism, self-reflection, self-correction, improving the substance of assessment work, ensuring the leadership of the Party and the principle of democratic centralism, maintaining solidarity and unity within the Party.

The organization of the political system continues to be innovated and built towards streamlining, effective and efficient operations, streamlining the payroll in conjunction with restructuring and improving the quality of the contingent of cadres, civil servants and public employees in the political system. The work of assessing, verifying and reviewing information related to personnel, especially the political standards of cadres, is carried out strictly, carefully and objectively.

In 2024, promoting the advantages and positive results achieved, overcoming limitations and shortcomings, the entire Party Organization and Construction sector will continue to effectively and synchronously implement 10 groups of tasks and solutions, 3 strategic breakthrough tasks and solutions on Party building work in the Resolution of the 13th National Party Congress.

The entire sector advises on the development and implementation of the 2024 Work Program to ensure progress and quality in conjunction with the preparation of Party congresses at all levels towards the 14th National Party Congress; continues to effectively implement the resolutions and conclusions of the 13th Central Executive Committee on Party building and organization.

Among them, synchronously implement 5 groups of tasks and solutions in Conclusion No. 21-KL/TW at the 4th Central Conference of the 13th tenure; 4 groups of tasks and solutions in Resolution No. 21-NQ/TW and innovate the Party's leadership and governing methods according to Resolution No. 28-NQ/TW.

The entire sector advises on the effective implementation of resolutions, conclusions and regulations of the Central Executive Committee, the Politburo and the Secretariat on personnel work; completes, revises and supplements Party documents on personnel work to meet the requirements of the new period; advises on the arrangement, rotation, transfer, appointment and introduction of candidates and reviews and supplements the planning of personnel positions according to decentralized authority.

The sector effectively coordinated the implementation of personnel work for the Vietnam Fatherland Front Congress for the 2024-2029 term and a number of central organizations, while continuing to deploy training, fostering and implementing regimes and policies for cadres to ensure quality and compliance with regulations.

The sector strengthens the work of protecting the Party's Platform, guidelines, and ideological foundation, solidarity and unity within the Party, preserving internal and national secrets; advises on the preliminary and final review of a number of directive documents of the Politburo and the Secretariat on the work of protecting internal Party politics and effectively implements the Inspection Plan of the Internal Political Protection Subcommittee in 2024.
