Building a Party strong in ideology and unified in action

Building the Party in terms of ideology is the fundamental and vital content of the work of building and rectifying the Party. During his lifetime, President Ho Chi Minh emphasized that "Our Party is a ruling party", therefore, "each Party member, each Party cell, each Party committee must always strengthen the Party's ideological work, improve revolutionary ethics, and ensure strict Party discipline and organization."

The 13th National Party Congress emphasized the task: "... must pay special attention to and further promote comprehensive Party building and rectification in terms of politics, ideology, ethics, organization and cadres."

Deeply imbued with his thoughts and the Resolution of the 13th National Congress, in recent times, Party building work in terms of political ideology has been strengthened by Party organizations from the Central to the grassroots levels, creating unity in ideology, will and action throughout the entire Party, people and army in carrying out the task of protecting and developing the country in the new period.

Be proactive in propaganda, grasp the political ideology of party members and people

Located far from the center of Hanoi, Ba Vi district has a population of over 300,000 people, including nearly 30,000 ethnic minorities (Muong, Dao). In recent years, the District Party Committee has identified the task of grasping the ideological situation, resolving existing shortcomings to create high consensus among the people to implement local political tasks as an important task.

According to Mr. Phung Tan Nhi, Standing Deputy Secretary, Chairman of the People's Council of Ba Vi district, before the implementation of the Resolution of the 23rd District Party Congress, term 2020-2025, the construction of new rural areas in the district encountered many difficulties due to different ideas among the people. A part of the people did not agree with the compensation and site clearance policy, causing a situation of petitions going beyond the level, mass complaints, and many potential complications.

One of the reasons for the above limitations is that some Party committees and authorities still underestimate political and ideological work and mass mobilization work, and have not clearly seen the position, role and importance of political and ideological education work in building a strong Party and political system. The work of grasping the situation, thoughts and aspirations of union members, association members and people, especially hot, prominent and pressing issues of the people, has not been timely.

From the above situation, in more than 2 years of implementing the Resolution of the 23rd District Party Congress, term 2020-2025, Ba Vi District Party Committee has focused on synchronously implementing solutions to grasp the ideological situation, resolve existing limitations to create high consensus within the entire District Party Committee and people to carry out local political tasks.

Mr. Phung Tan Nhi also said that currently, the whole district has 5 officials participating as city reporters, 28 district-level reporters, 25 social opinion collaborators, 520 propagandists from sectors, communes and towns ensuring the standards to meet the task.

In addition, over the past 2 years, the district authorities at all levels have received a total of 866 citizens/1,331 people, while promoting patriotic emulation movements, promoting the advantages of information dissemination of the district's social networking sites to convey and spread positive information, promptly orienting the thinking of cadres, party members and people of all walks of life.

With high political determination and synchronous solutions deployed, up to now, after half a term of implementing the Resolution of the 23rd District Party Congress, Ba Vi district has achieved and exceeded 9/16 main targets of the Congress; 100% of communes have met new rural standards, districts have met new rural standards; fundamentally overcome the situation of petitions going beyond the level, prolonging, not allowing hot spots and complicated incidents to arise at the grassroots level...

The practice of Party building in terms of political ideology in the Party Committee of Ba Vi district (Hanoi) is a clear demonstration of the special importance of this work, thereby affirming that President Ho Chi Minh's instructions in Party building in terms of ideology are still valuable values, have profound practicality, and need to be creatively applied in the new situation.

Ideological work is closely linked to life.

General Secretary Nguyen Phu Trong has repeatedly emphasized the lesson of strengthening solidarity, unity, efforts, joint efforts, and unanimity of our entire Party, people, and army in the spirit of "Protecting in the front, supporting in the back," "One call, all respond," "Unanimity above and below," and "Consistency across the board."

The head of our Party also requires a program and plan to seriously, vigorously and effectively implement the Party building and rectification work, prevent, repel and strictly handle cadres and Party members who have degraded in political ideology, morality and lifestyle, and show signs of "self-evolution" and "self-transformation", in conjunction with studying and following Ho Chi Minh's ideology, morality and lifestyle.

On August 3, the Central Propaganda Department held a workshop on "Theoretical and practical issues in Party building in politics and ideology in the new period." At the workshop, some opinions said that Party building in politics still has limitations, especially in organizing the implementation of resolutions; ideological work still lacks sharpness, persuasiveness, and fighting spirit.

Therefore, it is necessary to attach special importance to summarizing practices, researching theories, and constantly perfecting the theory of innovation and the theory of Vietnamese socialism. Innovating propaganda methods and creating social consensus. Political and ideological work must demonstrate the position and role of "going ahead" to orient and clear social thoughts and opinions; "going together" to encourage and motivate all classes of people to compete in patriotism; "going behind" to summarize the Party's resolutions and directives, contributing to supplementing new issues, explaining and proposing solutions to issues that still have different approaches.

At the workshop, Professor-Doctor Hoang Chi Bao, senior expert, former member of the Central Theoretical Council, said that building the Party in terms of ideology needs to avoid dogmatism, rigid, mechanical thinking, stereotypes that are far from reality, and hinder innovation.

"To realize the aspiration for development through will and creative action effectively, we must continue to promote and attach importance to innovation in thinking. We must innovate leadership, management and governance thinking to suit the requirements of the times... with many new things, affecting psychology, consciousness and lifestyle," emphasized Professor-Doctor Hoang Chi Bao.

According to Associate Professor-PhD Dao Duy Quat, Former Deputy Head of the Central Ideology-Culture Committee, building a strong Party in terms of ideology means educating and guiding all Party members to regularly cultivate and improve their own ideology, political theory, and lifestyle ethics, seriously and voluntarily practice self-criticism and criticism, and set an example for themselves before the masses, because "a living example is worth more than a hundred propaganda speeches."

Associate Professor-PhD Dao Duy Quat also said that it is necessary to implement the principle of the whole Party doing ideological work, first of all the Secretary and Party Committee are the leaders and directors of ideological work. In addition, the Party needs to implement the principle of ideological work being closely linked to life.

"The subject of ideological work must closely follow reality, be present at the cutting edge, at the hot spots in life to promptly answer questions raised by reality in order to contribute to promoting social progress," Associate Professor - Doctor Dao Duy Quat emphasized.

It can be affirmed that with the current rapid, complex, and unpredictable developments in the world, region, and country, Party building in terms of politics and ideology is the most important issue in Party building work.

That requires the Party organization from the Central to the local level, each cadre and Party member to innovate, improve the quality and effectiveness of Party building work in terms of politics, ideology, and ethics in both theory and practice, to enhance the leadership capacity and fighting strength of the Party. That, as President Ho Chi Minh advised: “Ideological leadership work is the most important. Within the Party and outside the Party, if we clearly recognize the new situation and understand the new tasks, then thoughts will be unified, and with unified thoughts, actions will be unified... With unified thoughts and unified actions, no matter how heavy the tasks, no matter how difficult and complicated the work, we will definitely win”./.
