When and where to fly the national flag?
Currently, regulations on hanging the national flag are implemented according to instruction No. 3420/HD-BVHTTDL dated October 2, 2012 on the use of the national flag, national emblem, national anthem, and portrait of President Ho Chi Minh of the Ministry of Culture, Sports and Tourism.
The national flag is hung in meeting rooms and halls of government agencies at all levels and organizations when holding solemn meetings.
The national flag is hung outdoors on major holidays, political events, traditional Tet holidays of the nation and according to the announcement of the Central and local authorities:

The national flag is hung or carried in places where rallies, parades, mass mobilizations, production competitions, and revolutionary movements are held.
State agencies, schools (including academies), armed units, border gates, and international ports must have flagpoles and hang the National Flag in front of the office or in a solemn place in front of the office. The National Flag must meet the standards of size and color prescribed by the Constitution.
The Presidential Palace, the National Assembly, the Ho Chi Minh Mausoleum, the Government headquarters, the Supreme People's Court, the Supreme People's Procuracy, the Ministry of Foreign Affairs, Vietnamese embassies in other countries, the Hanoi flagpole, the People's Committee headquarters at all levels, border gates and international ports fly the national flag 24/7.

All the above agencies and units, especially foreign affairs agencies, when receiving foreign guests from the Ministerial level or higher on official visits, must fly the guest's national flag along with the National Flag.
How to hang the national flag properly?
Article 13 of the 2013 Constitution stipulates the Vietnamese National Flag as follows:
- The national flag of the Socialist Republic of Vietnam is rectangular, 2/3 as wide as it is long, with a red background and a five-pointed yellow star in the middle.
- The national emblem of the Socialist Republic of Vietnam is circular, with a red background, in the middle is a five-pointed yellow star, surrounded by rice ears, below is half a cogwheel and the words Socialist Republic of Vietnam.
- Accordingly, the Vietnamese national flag will be rectangular, with a width of 2/3 of its length, a red background, and a five-pointed yellow star in the middle.
- The center point of the yellow star is placed exactly at the midpoint (intersection point of the two diagonals) of the National Flag.
- The distance from the middle point of the star to the tip of the star is one-fifth of the length of the National Flag.
- One star has an axis perpendicular to the long edge of the National Flag and points straight up along the top of the National Flag pole.
- Star shape: From the tip of one star wing to the tip of the opposite star wing is a straight line, no bulge in the middle, the star wings are not rounded.
- Both sides of the national flag have identical stars.
- The national flag background is bright red, the star is bright yellow.

Regulations on hanging the national flag
1. General provisions
- The national flag can be hung by a flagpole or a flagpole, but the size, length and hanging angle must be ensured.

The flagpole, flagstaff, and flag rope must ensure aesthetics, and the length of the flagpole and flag rope must be consistent at 2m. Do not use miscellaneous ropes to tie to the flagpole or flagstaff. Lead rope, ribbed rope, or parachute rope should be used that is suitable for the size and color of the flagpole or flagstaff.
- Faded, torn, or punctured flags must be replaced. Wrinkled or curled flags must be straightened before hanging.
2. Specific regulations
Depending on the architecture, location and scale of the headquarters of agencies, units, enterprises, schools, buildings, high-rise apartments and houses, the place where the national flag is hung must be designed appropriately and ensure the following regulations:
a) Hanging the national flag at agencies, units, schools, businesses, buildings, and high-rise apartment buildings
- The national flag hung in front of headquarters, on the roofs of agencies, units, schools, businesses, and high-rise apartment buildings must ensure the most solemn position.
- When hanging the national flag and the Party flag, the national flag should be on the left and the Party flag should be on the right (from the front of the headquarters facing the street).
- For agencies, units, schools, businesses, and high-rise buildings that have flagpoles, the national flag is hung on top of the flagpole.
b) Hanging the national flag in homes
- Families hang the national flag in front of their houses.
- The flag hanging point is at least 2m above the ground. The national flag is hung at an angle of 35 - 45 degrees (350 - 450) from the hanging point so that the flag is always spread out.
- For families with a front gate, the national flag is hung on the gate. For families with walls but no gate, the national flag is hung on the front wall. For families with high-rise buildings, the national flag is hung on the railing of the first floor of the front of the house.
c) Hanging the national flag at religious and belief establishments and festival areas
The national flag hung at religious and belief establishments and in festival areas must be hung in a solemn place and higher than other festival and religious flags.
3. Prohibitions
- Using the national flag in violation of regulations on size and shape.
- Using faded, torn, or punctured national flags.
- Plant the national flag on the sidewalk and walkway.
- Hang flags in hidden, dark places. Hang flags under signs, billboards of food service businesses, motels, businesses, bars. Hang flags under unsightly objects such as: curtains, sunshades, dust covers, clothesline poles, etc.
Currently, there is no document regulating whether not displaying the national flag is punishable or not, nor is there any regulation on the level of punishment for not displaying the national flag. The law has general regulations on flag-hanging standards that encourage people to comply.
