Although he did not fully understand the nature of the incident, did not directly witness or verify the information, Ta Minh Thanh used his personal Facebook account to post false information about the painting of the national flag on the wall of his house.
On August 15, Ha Long City Police (Quang Ninh) said they had summoned and worked with the owner of the Facebook account that posted an article related to the People's Committee of Yet Kieu Ward (Ha Long City) requesting Mr. Tran Duy Nhat to remove the image of the national flag on the wall of his private house in Group 11, Zone 3, Yet Kieu Ward, Ha Long City.
Previously, in 2020, Ta Minh Thanh (residing in Hong Hai ward, Ha Long city) heard public opinion about the incident where Mr. Tran Duy Nhat's house had a red background wall painted with a five-pointed yellow star, then had to paint over the image of the star.
Although he did not understand the nature of the incident, did not directly witness the incident and did not verify the information, on August 13, Thanh used his personal Facebook account named "Ta Minh Thanh" to post an article with the following content: "A younger brother painted the national flag on the wall of his house, but the People's Committee of Yet Kieu Ward forced it to be removed. The homeowner is wondering if the above action violated any law, and wants to get a written explanation, but the officials have not yet provided it."
The above article has been copied, reposted, and edited by many Facebook fan pages, attracting many comments and shares with negative, contradictory content, distorting the Party's policies and guidelines and the State's policies and laws.
At the meeting, after listening to the Ha Long City Police and Yet Kieu Ward People's Committee propagate and explain the legal regulations on the use of the national flag and images of the national flag, regulations on the use of the internet and social networks, Ta Minh Thanh was aware of his responsibility in providing information on cyberspace.
At the same time, Thanh pledged to strictly comply with the provisions of the law and the regulations of the locality where he resides, remove the posted content, and post corrections to stabilize public opinion.
Currently, the Propaganda Department of the Ha Long City Party Committee is closely coordinating with the police to continue to strictly handle individuals and organizations that provide false information about this incident, and resolutely not let bad elements use fake news to cause panic in the community.
The Propaganda Department of the Ha Long City Party Committee requests newspapers, social networking sites, and Facebook accounts to remove untrue and unverified information and articles posted in recent days.
The incident took place in April 2020, when Mr. Tran Duy Nhat was building a house in Yet Kieu Ward, Ha Long City. After completing the project, he had the idea of painting the right wall of the house with red paint, with a five-pointed yellow star in the middle, similar to the image of the national flag.
After the image of the house spread on Facebook, the cultural officer of Yet Kieu Ward People's Committee met and discussed with Mr. Nhat the legal regulations on size, form, image and management, use and preservation of the image of the national flag.
Later, because he felt that preserving the image of the national flag was complicated and could easily be exploited by people to cut and paste images to sabotage and violate the law, Mr. Tran Duy Nhat voluntarily used red paint to cover the image of the five-pointed yellow star on the wall. To this day, the wall is still painted red.
Currently, the trend of painting images of the national flag on roofs is spreading, however, it is also necessary to pay attention to legal regulations on size, form, image and management, use and preservation of images of the national flag.
