Over 250 individuals in Hai Duong have been granted certificates of registration for tutoring business.

As of February 19, in Hai Duong City, there were about 60 individuals granted business registration certificates related to private tutoring, the most in the province. Next were Tu Ky District with 50 individuals, Nam Sach with 30 people, Cam Giang with 25 people, Chi Linh City and Kinh Mon Town, each with about 20 individuals...

According to regulations, for individual business registration, these individuals must go to the Department of Receiving and Returning Results of the District People's Committee to learn and submit their registration documents. The basic business registration documents include: a business registration application; citizen identification; some places require additional documents related to the tutoring location. Results will be available after 3 working days.

However, if an individual registers to do private tutoring business and only has a business registration certificate, he/she is not qualified to officially start doing private tutoring business.

According to the reporter's investigation, after receiving the business registration certificate, related units such as the Department of Education and Training, local authorities, etc. may coordinate to conduct further assessments such as on facilities, fire prevention and fighting; human resources, professional qualifications; curriculum plans, etc.

This business registration is to implement Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning, effective from February 14, 2025.

Accordingly, individuals organizing extra-curricular teaching and learning activities outside of school with fees collected from students must comply with the following requirements: Registering business according to the provisions of law; publicly announcing on the electronic information portal or posting at the place where the extra-curricular teaching facility is located the subjects that are organized for extra teaching; the duration of extra-curricular teaching for each subject according to each grade level; the location, form, and time of organizing extra-curricular teaching and learning; the list of extra-curricular teachers and the amount of tuition collected before enrolling students in extra-curricular teaching and learning classes.

Extracurricular tutors must ensure good moral qualities and professional competence appropriate to the subjects they teach.

Freelance teachers or teachers at non-public educational institutions can register their own business to organize extra-curricular classes. Teachers at public schools are not allowed to participate in the management and operation of extra-curricular classes outside of school, but can participate in extra-curricular classes outside of school. This means that teachers at public schools are not allowed to register their own business to teach extra-curricular classes.
