According to Minister of Justice Le Thanh Long, it is necessary to ensure feasibility, avoid putting too many projects into the 2024 Law and Ordinance Development Program; focus on quality, not quantity.
On the morning of April 8, at the National Assembly House, the Law Committee held its 21st Plenary Session to review the draft Law and Ordinance Development Program for 2025 and adjust the Law and Ordinance Development Program for 2024.

Presenting the Government's Report, Minister of Justice Le Thanh Long said that in principle, priority is given to proposing projects to the Program to continue implementing the Resolution of the 13th National Party Congress; promptly implementing the conclusions of the Politburo on summarizing the implementation of resolutions on justice and law; requirements of the National Assembly, the National Assembly Standing Committee; and directions of the Government and the Prime Minister.
The Government also prioritizes the proposal to include projects in the Program to continue to build and perfect synchronous institutions, first of all the socialist-oriented market economic institutions; administrative reform, improving the investment and business environment, enhancing competitiveness; removing difficulties and obstacles in institutions and laws, unblocking and promoting resources for socio-economic development...
The next principle is to ensure feasibility, avoid piling up too many projects in 2024; prioritize quality, not chase quantity, and not include in the Program projects that lack documents or do not meet quality requirements.
In addition, ensuring flexibility, taking into account the possibility that in 2024 there will continue to be proposals to add a number of projects to the Program according to the provisions of the Law on Promulgation of Legal Documents.
Regarding the proposal to adjust the 2024 Program, the Government proposed adjustments to 8 draft laws.
Specifically, at the 7th Session (May 2024), the Government proposed to postpone the submission of 1 draft law (the draft Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations from being commented on at the 7th Session and approved at the 8th Session to being commented on at the 8th Session and approved at the 9th Session), adding 1 draft law to the Program (commenting on the draft Law on Fire Prevention, Fire Fighting and Rescue).
At the 8th Session (October 2024), add 7 draft laws to the Session Agenda. Specifically, add the draft Law on Fire Prevention, Fire Fighting and Rescue to the Agenda for submission to the National Assembly for approval; add the draft Law on Electricity (amended) to the Agenda for submission to the National Assembly for comments and approval according to the 1-session process.
At the same time, add to the Program for submission to the National Assembly for comments on 5 projects including: the draft Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; the draft Law on amending and supplementing a number of articles of the Law on Advertising; the draft Law on Special Consumption Tax (amended); the draft Law on Corporate Income Tax (amended); the draft Law on Digital Technology Industry.
Regarding the proposal on the 2025 Program, the Government proposed 16 projects. These are the projects identified under Plan No. 81/KH-UBTVQH15 of the National Assembly Standing Committee.
Through discussion, delegates basically agreed with the Government's principles for proposing the 2025 Program and adjusting the 2024 Program.
Agreeing with the proposal to postpone the submission of the draft Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations, however, some delegates said that the Law on Technical Standards and Regulations was issued 17 years ago, and to date there have been many new issues arising and changes compared to the time of issuance.
Therefore, the Government needs to urgently research and submit to the National Assembly a comprehensive amendment to the Law to meet management requirements and promote production and business activities.
