May 25, 2023 15:12

Some opinions say that the regulation that the subjects who enjoy priority in entering grade 10 are "children of revolutionary activists before 1945" is no longer appropriate.

The debate arose when this content was included in the 10th grade enrollment plan for the 2023-2024 school year of many Departments of Education and Training.

Accordingly, in the preferential regime section in the Department's 10th grade admission instructions,Education and trainingHanoi, issued a regulation to add 1.5 points for one of the following subjects: children of martyrs; children of war invalids who have lost 81% or more of their working capacity; children of sick soldiers who have lost 81% or more of their working capacity; children of resistance fighters who were exposed to toxic chemicals; children of revolutionaries before January 1, 1945; children of revolutionaries from January 1, 1945 to the August 1945 uprising,...

Similarly, in the priority regime section in the 10th grade enrollment plan for the 2023-2024 school year of the DepartmentEducation and trainingNam Dinh also issued a regulation that candidates will be given 2 points for one of the following subjects: children of revolutionary activists before January 1, 1945; children of revolutionary activists from January 1, 1945 to the August 1945 uprising,...

Many people are concerned that the priority regulation of "children of revolutionary activists before January 1, 1945" is inappropriate, because they believe that if they were revolutionary activists before 1945, their parents would be around 100 years old now, so it would be difficult to have children of the age of students entering grade 10 (15 years old).

Regarding this, Mr. Cao Xuan Hung, Director of the DepartmentEducation and trainingNam Dinh, said that the priority subjects for entering grade 10 in the document of the Department are based on the regulations of the Ministry.Education and training.

According to Circular No. 11/2014/TT-BGDDT dated April 18, 2014 on the regulations on junior high school and high school admissions, Point a, Clause 2, Article 7 stipulates that the subjects eligible for priority points include children of martyrs; children of war invalids with a labor capacity loss of 81% or more; children of sick soldiers with a labor capacity loss of 81% or more; children of people granted "Certificate of beneficiaries of policies for war invalids, and the person granted the Certificate of beneficiaries of policies for war invalids has a labor capacity loss of 81% or more".

May 26, 2014, MinistryEducation and trainingissued a circular supplementing Point a, Clause 2, Article 7 of the Regulations on Secondary School Admissions and High School Admissions. Accordingly, the subjects eligible for preferential treatment are: "children of resistance fighters infected with toxic chemicals; children of revolutionaries before January 1, 1945; children of revolutionaries from January 1, 1945 to the August 1945 Uprising".

Speaking to reporters, Associate Professor, Dr. Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education)Education and training) said that the circular regulating the subjects eligible for priority points was issued in 2014. At that time, the drafting committee of the circular wanted to cover all subjects and in this case, it included both biological and legally adopted children of revolutionary activists.

Including revolutionary activists adopting children.

For example, people who participated in revolutionary activities from the age of 15 but did not adopt children until they were 60-70 years old, or even older. Thus, it is still possible for their children to enter the 10th grade when they are around 90 years old.

“The policy is timely, 10 years ago, everything was completely different. When the target is no longer there, it will be removed, however, we calculate that a certain delay is needed so as not to miss out on those who deserve priority, in order to ensure their rights. Circular of the MinistryEducation and trainingThere is also no specific priority score regulation, this will be decided by the Department.Education and traininglocal decision

Mr. Thanh added that, in fact, this circular has been around for nearly 10 years, so the Ministry...Education and trainingThere is also a plan to review and consider, if there are any regulations that are no longer suitable, they will be adjusted.
