President of the Russian Federation Vladimir Putin successfully concluded his State visit to Vietnam

On the evening of June 20, Russian President Vladimir Vladimirovich Putin and a high-ranking delegation of the Russian Federation left Hanoi, successfully concluding a State visit to Vietnam from June 19-20, at the invitation of General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong.

During his official visit to Vietnam, President Vladimir Putin laid a wreath, visited President Ho Chi Minh's Mausoleum and laid a wreath in memory of heroic martyrs.

The official welcoming ceremony for President Vladimir Putin was solemnly held at the Presidential Palace according to the highest protocol reserved for welcoming the Head of State.

During the visit, President Vladimir Putin held talks with General Secretary Nguyen Phu Trong, President To Lam; met with Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man.

The General Secretary highly appreciated President Vladimir Putin's fifth visit to Vietnam, which coincided with the two countries' 30th anniversary of the signing of the Treaty on the Fundamental Principles of Friendly Relations between the Socialist Republic of Vietnam and the Russian Federation (1994-2024) and towards the 75th anniversary of the establishment of diplomatic relations (1950-2025).

Vietnamese leaders congratulated President Vladimir Putin on his re-election with a high number of votes, demonstrating the Russian people's trust in President Vladimir Putin's leadership, maintaining political and social stability, maintaining economic development and implementing the foreign policy of the Russian Federation.

Vietnam always appreciates the valuable support and assistance of the Soviet Union, including Russia in the past and the Russian Federation today, in the struggle for independence, the two resistance wars, national reunification, and in the cause of building and defending the country later. Vietnam always considers the traditional relationship, the Comprehensive Strategic Partnership with Russia, a top priority in its foreign policy. Vietnam supports Russia in actively contributing to the common work of the international community, Russia's Eastward policy, and firmly believes that a peaceful, independent, strong Vietnam with increasingly high prestige and position is also in line with Russia's long-term interests in Asia - Pacific and in the world.

General Secretary Nguyen Phu Trong discussed with President Vladimir Putin the implementation of the foreign policy of independence, self-reliance, diversification and multilateralization of foreign relations, including the strong consolidation of relations with neighboring countries, promoting and deepening bilateral cooperation with strategic partners, comprehensive partners and other important partners. Vietnam consistently implements the "4 no's" defense policy.

Vietnam hopes that President Vladimir Putin and the Russian Federation will continue to pay attention to and strongly support the maintenance of peace, stability, security, safety, freedom of navigation and aviation, and the legitimate rights and interests of Vietnam, and the settlement of disputes in the East Sea by peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), the implementation of the Declaration on the Conduct of Parties in the East Sea (DOC), and the early achievement of an effective and substantive Code of Conduct in the East Sea (COC).

President Vladimir Putin emphasized that Vietnam is a friend and reliable partner of the Russian Federation; the relationship between the two countries has been tested over time; developing a comprehensive strategic partnership with Vietnam is a priority in Russia's foreign policy in the Asia-Pacific region; he believes that the visit will create new momentum in the relationship between the two countries.

President Vladimir Putin highly appreciated the great achievements that Vietnam has made after nearly 40 years of implementing the renovation process led by the Communist Party of Vietnam, headed by General Secretary Nguyen Phu Trong, which has continuously enhanced the position and prestige of the Party and State of Vietnam in the international arena.

The two sides expressed their delight that over the past time, the Vietnam - Russian Federation relationship has continued to develop positively, notably reflected in the good political - diplomatic relations, maintained economic - trade cooperation, strengthened defense - security cooperation, promoted cooperation in other fields and increasingly effective relations between social organizations and people-to-people exchanges. On the basis of the achievements, the two sides exchanged in-depth opinions, agreed on major directions and measures to create momentum to promote bilateral cooperation in all fields in depth, substance and effectiveness, for the benefit of the people of the two countries, for peace and stability in the region and the world.

The two sides agreed to continue to enhance mutual understanding and trust, thereby promoting visits and exchanges at all levels through Party, State and National Assembly channels, actively developing economic-trade, investment, scientific and technological cooperation and consolidating defense-security cooperation; jointly discussing and resolving a number of difficulties and problems in accordance with international law and the specific conditions of each country. In the fields of energy and oil and gas, the two sides agreed to create favorable conditions for enterprises of the two countries to effectively implement existing projects, while expanding investment projects with the participation of national oil and gas companies in the territories of the two countries. The two leaders also agreed to promote cooperation in other important areas such as agriculture, education-training, culture, tourism, people-to-people exchange, and cooperation between localities of the two countries. The two sides highly appreciated the important contributions of the Vietnamese community in Russia, which is an important bridge for relations between the two countries.

On this occasion, Vietnam and the Russian Federation issued a Joint Statement on deepening the Vietnam-Russian Federation Comprehensive Strategic Partnership on the basis of 30 years of implementing the Treaty on the Fundamental Principles of Friendship between the Socialist Republic of Vietnam and the Russian Federation, highly appreciating the important achievements of the bilateral relationship, affirming the principles, setting out orientations to promote and strengthen cooperation, develop the traditional friendship and the Vietnam-Russian Federation Comprehensive Strategic Partnership, for the long-term interests of the people of the two countries, for peace, security and sustainable development in the region and the world.

During the visit, President Vladimir Putin and President To Lam met with leaders of the Vietnam Friendship Association and generations of former Vietnamese students who studied in Russia.

President To Lam hosted a State Reception for Russian President Vladimir Putin during his State visit to Vietnam.

Previously, President To Lam and Russian President Vladimir Putin witnessed the exchange of a series of bilateral cooperation documents in the fields of education and training, transportation, justice, customs, finance, science and technology, including the Intergovernmental Agreement on cooperation in the field of higher education.

President Vladimir Putin's visit took place in the context of the Vietnam - Russia relationship developing very well, rapidly and comprehensively; it is a model of mutually beneficial and equal cooperation, in line with the interests for peace, cooperation and development of the region and the world.

This State visit by President Vladimir Putin is of great significance, further deepening the Vietnam-Russia Comprehensive Strategic Partnership in all fields, especially in the context of the two countries' efforts to realize the Joint Statement on the Vision of the Comprehensive Strategic Partnership to 2030.
