Speaking at the opening of the Conference, General Secretary To Lam emphasized that in the spirit of urgency, determination and innovation, the Politburo and the Secretariat have focused on leading, directing and implementing the major tasks identified by the 10th Central Conference: accelerating breakthroughs, striving to achieve and surpass the goals set for 2024, 2025 and the entire 13th National Party Congress, creating a foundation to bring the country into a new era; well preparing the conditions for the successful organization of the 14th National Party Congress.
Suggesting important content to ask for the Central Committee's opinion on the policy of promptly and comprehensively summarizing Resolution No. 18 and continuing to arrange and perfect the organization of the political system to be streamlined and operate effectively and efficiently, especially at the Central level, the General Secretary stated that the issue of streamlining the organization of the political system has been mentioned in many terms of the Party Congress. During the term of the 12th Party Congress, the Central Committee issued Resolution No. 18 on innovating the organization of the political system to be streamlined and operate effectively and efficiently. The implementation has achieved some initial results. However, there are still many things that have not been done, the organization of the political system is still cumbersome with many levels, many focal points, overlapping functions and tasks, unclear, decentralization and delegation of power are not synchronous, effectiveness and efficiency of operation are not high. Continuing to innovate and arrange the organization of the political system is a very urgent requirement of the practical situation.
The General Secretary said that the Politburo has agreed on a strong political determination to promptly and comprehensively summarize Resolution No. 18 as a basis for reporting to the Central Committee to have strong policies to continue to arrange and perfect the organization and apparatus of the political system, first of all the Central agencies. This is determined to be a task that must be done quickly and completed before the 14th Party Congress. Party members and people, including former Party and State leaders, all strongly support and wish that this policy will soon be implemented in a drastic, synchronous and methodical manner, creating a revolutionary breakthrough in the organization and apparatus to meet practical requirements. Immediately after the Politburo's policy, the work was actively implemented with the spirit of running and lining up at the same time. The Politburo established the Steering Committee to summarize Resolution No. 18, promulgating the Regulations on the assignment of responsibilities and implementation plans to guide ministries, branches and localities to conduct the summary, according to the outline and with specific directions.
The General Secretary emphasized that this is a particularly important issue, affecting the development of the country, the feelings, and interests of cadres, party members, civil servants, and public employees in the political system. Therefore, the Politburo reported to the Central Committee on the policy of implementing the review to unify issues on orientation, methods, and specific roadmap of the review results and specific proposals on streamlining and organizing the apparatus of the political system.
The General Secretary suggested that the Central Committee focus on giving opinions on these important issues. This would create a high level of consensus throughout the political system and determination to reorganize the apparatus and political system in accordance with the set goals and requirements to meet the country's development requirements in the new situation.
Regarding the policy of restarting research on the implementation of nuclear power at a nuclear power plant in Ninh Thuan, the General Secretary emphasized that the development of national energy infrastructure is an important issue that needs to be one step ahead to promote socio-economic development, with a vision for national development in the new era to realize the country's development goals by 2030 - 2045. Therefore, restarting research on the use of nuclear power is very necessary to prepare for the future. This is an issue that has been previously planned and initially implemented, but due to certain difficulties, the Central Committee decided to stop the implementation. Now, due to the requirements of national development and preparation of all necessary conditions, the Politburo reports to the Central Committee for permission to continue the implementation to meet the requirements of national energy infrastructure development in the new period.
At this Central Conference, the Politburo will report and submit to the Central Committee for decision a number of issues on personnel work within its authority.
The contents of the Central Committee's report at the Conference are important and require high consensus for urgent implementation. General Secretary To Lam requested that Central Committee comrades and delegates attending the Conference promote a sense of responsibility, urgency, and focus their intelligence on participating in the contents so that the Conference can achieve its required goals.
