In the morning, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the hall, carrying out the following contents:

Content 1: The National Assembly listened to the presentation of the Report on explanation, acceptance and revision of the draft Law on Roads by member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi. After that, the National Assembly voted to pass the Law on Roads by electronic voting, with the following results: 454 delegates participated in the vote (equal to 93.42% of the total number of National Assembly delegates); 447 delegates approved (equal to 91.98% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.41% of the total number of National Assembly delegates); 5 delegates did not vote (equal to 1.03% of the total number of delegates).

Content 2: The National Assembly listened to the Standing Committee member of the National Assembly, Chairman of the National Assembly's Committee for National Defense and Security Le Tan Toi present the Report on explanation, acceptance and revision of the draft Law on Road Traffic Order and Safety. After that, the National Assembly voted to pass the Law on Road Traffic Order and Safety, with the following results: Regarding the regulation prohibiting driving vehicles on roads with alcohol concentration in blood or breath in Clause 2, Article 9: 448 delegates participated in the vote (equal to 92.18% of the total number of National Assembly delegates); 357 delegates approved (equal to 73.46% of the total number of National Assembly delegates); 69 delegates did not approve (equal to 14.20% of the total number of National Assembly delegates); 22 delegates did not vote (equal to 4.53% of the total number of delegates); For the entire Law: 450 delegates participated in the vote (equal to 92.59% of the total number of National Assembly delegates); 388 delegates approved (equal to 79.84% of the total number of National Assembly delegates); 32 delegates did not approve (equal to 6.58% of the total number of National Assembly delegates); 30 delegates did not vote (equal to 6.17% of the total number of delegates).

Content 3: The National Assembly discussed in the hall the draft Law on People's Air Defense. At the discussion session, 12 delegates spoke, the majority of the National Assembly delegates highly appreciated the Government and the National Assembly Standing Committee's preparation and completion of the draft Law, and the revision of the draft to submit to the National Assembly for comments. The opinions basically agreed on the necessity of promulgating the Law, on the structure and many contents of the draft Law, and basically agreed with the Verification Report of the National Assembly's Committee on National Defense and Security. To continue perfecting the draft Law, the delegates focused on discussing specific contents such as: scope of regulation; prohibited acts; State policies, State management responsibilities on people's air defense; regulations, mobilization authority, principles of people's air defense activities; people's air defense tasks; age of participation in people's air defense, mobilized people's air defense forces; people's air defense command agencies; key points of people's air defense; training and fostering in people's air defense; coordination between people's air defense and national air defense; design, repair, maintenance, and business testing of unmanned aircraft and ultralight aircraft...

Delegates requested that the Agency in charge of the appraisal and the Drafting Committee of the Law project should review and supplement the draft Law dossier in accordance with the provisions of the Law on Promulgation of Legal Documents as draft; attached detailed regulations; assess the impact of some specific policies; at the same time, carefully review the provisions of the draft Law to avoid duplication and compatibility with the current legal system...

At the end of the discussion, Minister of National Defense Phan Van Giang explained and clarified a number of issues raised by National Assembly deputies.

Content 4: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to: Minister of Finance Ho Duc Phoc presenting the Report on the use of the general reserve of the Medium-term Public Investment Plan with central budget capital for the period 2021-2025 corresponding to the source of increased central budget revenue in 2023 for public investment projects; Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presenting the Verification Report on the use of the general reserve of the Medium-term Public Investment Plan with central budget capital for the period 2021-2025 corresponding to the source of increased central budget revenue in 2023 for public investment projects.

After that, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Property Auction by electronic voting, with the following results: 463 delegates participated in the vote (equal to 95.27% of the total number of National Assembly delegates); 463 delegates approved (equal to 95.27% of the total number of National Assembly delegates).

Content 2: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to the presentation of the Report on explanation, acceptance and revision of the draft Law on National Defense Industry, Security and Industrial Mobilization by member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi. After that, the National Assembly voted to pass the Law on National Defense Industry, Security and Industrial Mobilization by electronic voting, with the following results: 464 delegates participated in the vote (equal to 95.47% of the total number of National Assembly delegates); 464 delegates approved (equal to 95.47% of the total number of National Assembly delegates).

Content 3: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed in the hall the draft Law on Fire Prevention, Fire Fighting and Rescue. At the discussion session, 17 delegates spoke; of which the majority agreed with the Government's Submission, the Verification Report of the National Assembly's Committee for National Defense and Security, and highly agreed with the promulgation of the Law on Fire Prevention, Fire Fighting and Rescue. To further improve the draft Law, delegates contributed comments on a number of contents, specifically: scope of regulation; state policies; solutions and measures for fire prevention; principles of fire prevention, fire fighting and rescue; responsibilities for rescue; tasks of civil defense forces, grassroots fire prevention, fire fighting and rescue forces, and specialized forces; responsibilities for propaganda, dissemination, education, and professional training on fire prevention, fire fighting and rescue; Mobilizing forces, means, and assets to participate in fire prevention, firefighting, rescue, and salvage; examining and appraising fire prevention and fighting designs; accepting and checking fire prevention and fighting acceptance work; construction planning, project establishment, construction design, design of motor vehicles...

Delegates suggested that the drafting agency consider and clarify the overlap in the scope of this Law with a number of other related laws; clarify the agencies and organizations responsible for organizing training in fire prevention, firefighting, and rescue; supplement regulations on compensation, funding sources, processes and procedures for compensation; socialize forms of examination and appraisal of fire prevention and firefighting designs, as well as acceptance and inspection of fire prevention and firefighting acceptance work; supplement regulations on priority building of forces and equipment for fire prevention, firefighting, and rescue; supplement regulations on principles of coordination and cooperation between rescue forces when incidents and accidents occur...

At the end of the discussion, Minister of Public Security Luong Tam Quang spoke and clarified a number of issues raised by National Assembly delegates.

Friday, June 28, 2024, morning: The National Assembly held a plenary session at the hall, voted to pass: The Law on the Capital (amended); Resolution of the National Assembly on the investment policy of the North-South Expressway Construction Investment Project, Western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc); then, the National Assembly discussed in the hall the draft Law on Urban Planning and Rural Planning. Afternoon: The National Assembly held a plenary session at the hall, voted to pass the Law amending and supplementing a number of articles of the Law on Guard; discussed the draft Law on Geology and Minerals. Then, the National Assembly held a separate meeting, voted to pass the Resolution on National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050.
