Today, the National Assembly continued its 20th working day (8th Session, 15th National Assembly) at the National Assembly House, Hanoi, under the chairmanship of National Assembly Chairman Tran Thanh Man.
In the morning, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, carrying out the following contents:
Content 1: The National Assembly listened to the presentation of the Report on explanation, acceptance and revision of the draft Resolution on the state budget estimate for 2025 by member of the National Assembly Standing Committee and Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh (including some contents on adjusting and supplementing the state budget estimate). The National Assembly then voted to pass the Resolution by electronic voting, with the following results: 430 delegates participated in the vote (equal to 89.77% of the total number of National Assembly delegates), 428 delegates approved (equal to 89.35% of the total number of National Assembly delegates), and 2 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).
Content 2: The National Assembly listened to the following contents: (i) Minister of Transport Nguyen Van Thang, authorized by the Prime Minister, presented the Report on the investment policy of the high-speed railway project on the North-South axis. (ii) Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Report on the examination of the investment policy of the high-speed railway project on the North-South axis. After that, the National Assembly watched a video clip about the high-speed railway project on the North-South axis.
Content 3: The National Assembly listened to the following contents: (i) Minister of Natural Resources and Environment Do Duc Duy, authorized by the Prime Minister, presented the Report on the draft Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights. (ii) Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Report on examining the draft Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.
The National Assembly then discussed in groups the following contents: (i) Investment policy for the high-speed railway project on the North-South axis. (ii) Adjustment of the investment policy for the Long Thanh International Airport Project in Resolution No. 94/2015/QH13 of the National Assembly. (iii) Draft Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.
Afternoon, content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present a report explaining, accepting and revising the draft Resolution on the central budget allocation plan for 2025. After that, the National Assembly voted to pass the Resolution by electronic voting, with the following results: 432 delegates participated in the vote (equal to 90.19% of the total number of National Assembly delegates), 432 delegates approved (equal to 90.19% of the total number of National Assembly delegates).
Content 2: Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly discussed in the hall the Investment Policy for the National Target Program on Drug Prevention and Control to 2030. At the discussion session, 17 National Assembly deputies spoke and 2 National Assembly deputies debated. The deputies basically agreed with the necessity of investing in the Program to concretize the implementation of the Party's guidelines, policies, laws of the State, international commitments on drug prevention, control and control; focusing on solving urgent and key issues, overcoming shortcomings and limitations in drug prevention and control work. In addition, the deputies focused on discussing the following contents: the objectives of the Program and the suitability of the criteria for determining the Program; specific objectives, targets, and component projects of the Program; scope, time, and location of the Program's implementation; scale and total investment of the Program and component projects; resources for implementing the Program; agencies and units implementing the Program; management, organization and specific mechanisms for implementing the Program; solutions for implementing the Program. In addition, National Assembly deputies discussed specific contents of the draft Resolution of the National Assembly on approving the investment policy for the National Target Program on drug prevention and control until 2030. At the end of the discussion session, Minister of Public Security Luong Tam Quang spoke to explain and clarify a number of issues raised by National Assembly deputies.
Content 3: From 4 p.m., the National Assembly will hold a separate meeting. Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly will listen to the following contents: (i) Minister of Natural Resources and Environment Do Duc Duy, authorized by the Prime Minister, presented a Report on the draft Resolution of the National Assembly on special mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province. (ii) Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented a Report on the examination of the draft Resolution of the National Assembly on special mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province. After that, the National Assembly discussed in groups the draft Resolution of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.
From November 14, 2024 to November 19, 2024, the National Assembly will be on recess to give the National Assembly, Government and relevant agencies time to absorb, revise and complete draft laws and draft resolutions.
