450-day and night peak competition to eliminate temporary and dilapidated houses nationwide

On the afternoon of October 1, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with the Vietnam Fatherland Front, ministries and agencies on implementing support for eliminating temporary and dilapidated houses for poor and near-poor households.

Attending the meeting were: Politburo member, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Ministers Tran Hong Ha and Le Thanh Long; leaders of ministries, branches and central agencies.

According to the Ministry of Labor, War Invalids and Social Affairs, after review, the country currently has more than 153,000 temporary houses, dilapidated at different levels; if households are supported with 50 million VND/household to build new houses, 25 million VND for households to repair houses, the whole country needs more than 6,500 billion VND.

At the launching ceremony of the movement to join hands to eliminate temporary and dilapidated houses by 2025, organizations and individuals donated 320 billion VND to the National Fund to join hands to eliminate temporary and dilapidated houses for poor and near-poor households. To date, localities have also mobilized more than 44 billion VND for this work.

Delegates attending the meeting discussed enthusiastically, responsibly, enthusiastically, and assessed the implementation of the movement to join hands to eliminate temporary and dilapidated houses, especially reviewing the number and subjects of people with temporary and dilapidated houses; methods of resource mobilization; management methods, and implementation methods of eliminating temporary and dilapidated houses for the poor and near-poor. Many opinions suggested using the State budget to support poor and near-poor households to eliminate temporary and dilapidated houses.

Concluding the meeting, Prime Minister Pham Minh Chinh said that the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" has been launched and implemented effectively and without formality. However, to complete the goal of eliminating temporary and dilapidated houses nationwide by the end of 2025, to welcome the 14th National Congress of the Party and celebrate the 80th anniversary of National Day, 50 years of liberation of the South, and national reunification, a new, more drastic, scientific, and effective approach is needed.

According to the Prime Minister, along with building houses for people with meritorious services and following three national target programs, from now until the end of 2025, the whole country must eliminate more than 153,000 dilapidated houses and temporary houses for poor and near-poor households.

With the motto "State support, people are the masters; Party leadership, State management, Fatherland Front and socio-political organizations support", the Prime Minister requested the establishment of a Steering Committee on the elimination of temporary and dilapidated houses for all subjects, with the Prime Minister as Head of the Committee; the Chairman of the Central Committee of the Fatherland Front, the Permanent Deputy Prime Minister of the Government and the Minister of Labor, War Invalids and Social Affairs as Deputy Heads of the Committee; leaders of the Ministries of National Defense, Public Security, Construction, Finance, Planning and Investment, the Governor of the State Bank and the General Directors of Vietnam News Agency, Voice of Vietnam, and Vietnam Television as members of the Steering Committee. Localities assign Party Committee Secretaries to directly serve as Heads of the Steering Committee on the elimination of temporary and dilapidated houses, with the principle that superiors do not replace subordinates.

The Prime Minister pointed out that all resources must be mobilized to eliminate temporary and dilapidated houses for the people. Along with state resources, social resources must be mobilized, including finance, materials, labor and other forms of resources.

Through the opinions of the delegates, especially through the leadership, monitoring of the situation and field surveys, the Prime Minister said that it is necessary to mobilize the entire political system and mobilize the combined strength to eliminate temporary and dilapidated houses for the poor and near-poor.

According to the Prime Minister, along with the support of the State, it is necessary to strongly promote the spirit of self-reliance, self-reliance, and self-care of the people, the help of neighbors, relatives, political and social organizations such as youth, women, and veterans, with the motto "those who have money help money, those who have merit help merit; those who have little help little, those who have much help much", "people support each other; villages support villages, communes support communes, districts support districts, provinces support provinces"; "ministries, branches, enterprises, and social organizations join hands to support localities in eliminating temporary and dilapidated houses".

The head of the Government directed that ministries, branches and localities must "have high determination, make great efforts, take drastic actions, and complete each task"; assign leaders in charge with "clear people, clear tasks, clear responsibilities, clear time, clear results"; organize and launch a broad and substantive movement; closely manage and receive support, reduce intermediaries; strengthen inspection, supervision, and fight against negativity and loss...; strive to eliminate temporary and dilapidated houses nationwide by December 31, 2025.

In the immediate future, the Prime Minister requested to launch a 450-day and night peak emulation campaign; mobilize the combined strength of the entire society to join hands to eliminate temporary and dilapidated houses nationwide. Media agencies should strengthen communication and advocacy for the movement, introduce good and effective models for replication.
