The road is wide open for us to travel.

That great path was pointed out in the Party's founding Platform on February 3, 1930 and was supplemented and developed through Party Congresses, which has been 95 years in the past.

During the 95 springs on that revolutionary path, the Party and Uncle Ho led our people from one victory to another, freeing the nation from slavery and misery, declaring to the world that: "Vietnam has the right to enjoy freedom and independence, and in fact has become a free and independent country. The entire Vietnamese people are determined to devote all their spirit and strength, their lives and property to maintain that freedom and independence."

To prove that eternal truth, the country had to go through two long and arduous resistance wars, with many sacrifices of property and people, to reunite the country and join hands to build a "more dignified and beautiful" country as wished by beloved Uncle Ho, the founder and trainer of our Party.

The glorious Communist Party of Vietnam has gone through 12 congresses. Each congress marks a glorious and brilliant stage of development. President Ho Chi Minh once affirmed: "With all the modest spirit of revolutionaries, we still have the right to say: Our Party is truly great!" Throughout the revolutionary process, our Party has always taken the people as the root.

Through 12 congresses, our Party has grown steadily in terms of politics, ideology and organization. The 13th National Party Congress has determined the path of socio-economic development for the 5 years of 2021 - 2025, with an average GDP of about 6.5 - 7%. By 2025, GDP per capita will be about 4,700 - 5,000 USD. The urbanization rate will be about 45%, the proportion of manufacturing industry will reach over 25% of GDP, and the digital economy will reach about 20% of GDP. By 2030, the 100th anniversary of the founding of the Party (February 3, 1930 - February 3, 2030), Vietnam will be a developing country with an upper middle income. By 2045, the 100th anniversary of the founding of the country 1945 - 2045, Vietnam will be a developed country with a high income.

On that foundation and with those major orientations, our entire Party, people and army strive to overcome all difficulties and challenges to exceed the socio-economic development goals and tasks in 2025, gloriously ending the 5-year plan 2021 - 2025, creating a new impetus to enter a new era, the era of national growth.

Looking back at 40 years of implementing the renovation process, the country has achieved great socio-economic achievements, the economy increased 96 times compared to 1986 before the renovation. In 2024, GDP growth will be 7.02%, the size of Vietnam's economy will reach 450 billion USD, among the 40 countries with the largest economies in the world, 20 leading countries in trade and foreign investment, having diplomatic relations with 194 countries and territories, being a trustworthy friend, responsible to the international community.

Along with the development of the whole country, in 2024, Hai Duong province achieved brilliant achievements in the socio-economic fields. Gross Regional Domestic Product (GRDP) increased by 10.2%.

The new spring is coming. Somewhere the song resounds: Vietnam, Vietnam through each difficult step, grows up and becomes as beautiful as spring.⁽¹⁾.

The year 2025 is of special importance, the year of acceleration and breakthrough to complete the 5-year plan for the period 2021 - 2025, preparing to enter a new era, the era of national development in a context of many difficulties and advantages. The world situation is always changing abnormally. Internal difficulties of the economy appear, requiring high determination to implement the set goals and tasks. Vietnam continues to prioritize growth, maintain and stabilize the macro economy, control inflation, and ensure major balances of the economy. In that context, Hai Duong sets a target of increasing the total GRDP in the area by 12%, the rate of communes meeting the model new rural standards by 20%, the poverty rate at the end of the year is 0.43%...

To achieve these goals, the first step is to carry out a revolution to streamline the apparatus. Along with the apparatus arrangement is the implementation of policies to ensure the rights of civil servants, public employees, and workers, creating high consensus in society.

Along with streamlining the apparatus, the Central Committee issued a resolution on building and developing science and technology, innovation, and digital transformation. On that basis, the productive forces were strengthened, continuing to perfect new production relations in accordance with mechanisms and policies, selecting cadres, and attracting talents. Along with developing science and technology and innovation, there is institutional reform, abolishing mechanisms that are not suitable for the current revolutionary stage; eliminating bottlenecks that affect the country's development.

In the coming time, we will synchronously carry out a series of measures, including innovating the leadership method of the ruling Party. General Secretary To Lam affirmed: "The country is facing a new historical moment, a new era, an era of national growth, requiring strong innovation in the leadership method and governing capacity of the Party."

The new spring is coming, our entire Party, people and army are enthusiastically striving to compete to achieve the most outstanding achievements to celebrate the 95th anniversary of the founding of the glorious Communist Party of Vietnam in joy and happiness: "We walk in the spring, we walk in the love of the Party, Uncle Ho's voice resonates forever in our hearts."⁽²⁾"… is ringing in each person's heart, urging us on the great road to the future.
