Tay Ninh announces Provincial Planning for the period 2021-2030, vision to 2050

Also attending were Minister of Planning and Investment Nguyen Chi Dung, Head of the Government Office Tran Van Son, leaders of central ministries and branches, and leaders of provinces and cities in the Southeast region.

Also attending the conference were former provincial leaders of different periods, representatives of international organizations, leaders of the Provincial Business Association, the Provincial Young Entrepreneurs Association, related businesses, investors and reporters from central and provincial news agencies and newspapers.

Handing over the decision to approve the Provincial Planning

At the conference, Minister of Planning and Investment Nguyen Chi Dung presented the Prime Minister's Decision approving the Tay Ninh Provincial Planning for the 2021-2030 period, with a vision to 2050, to the provincial leaders.

Tay Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, was issued together with Decision No. 1736/QD-TTg dated December 29, 2023 of the Prime Minister. Tay Ninh Provincial Planning was established and approved in accordance with Resolution 24-NQ/TW of the Politburo as well as the Southeast Regional Planning, demonstrating new thinking, creating new motivation and values ​​for the locality.

Provincial planning is an important scientific basis and legal tool for the provincial government to lead, direct, unify management and policy planning, and create development momentum. This is also the basis for building and implementing socio-economic development plans and medium-term public investment in the province to ensure objectivity and science; organizing socio-economic development space to ensure synchronous connectivity between national planning, regional planning and provincial planning to maximize the potential and advantages of the province to meet the requirements of rapid and sustainable socio-economic development.

Tay Ninh province's planning aims to become a dynamic, civilized locality by 2030, with a good living environment, well adapted to climate change, and a place worth visiting and living in. By 2050, Tay Ninh will become a province with an economy based on clean industry and high-tech agriculture; developed trade and tourism, and an international trade gateway for the Southeast region and the whole country. A province with an effective public administration system, a friendly business environment, and an attractive living environment based on a sustainable and diverse ecosystem.

To achieve the goals set out in the Plan, the province has identified 7 development breakthroughs for the province, including: infrastructure development; human resource development; institutions; small and medium enterprise development; sustainable development: green Tay Ninh; tourism development; service economy development. The provincial plan also identifies plans to organize socio-economic activities according to "3 development zones, 4 driving axes, 1 social security belt".

Speaking at the opening of the conference, Chairman of the Provincial People's Committee Nguyen Thanh Ngoc said that the conference to announce the Provincial Planning took place in an atmosphere where provinces and cities in the Southeast region were delighted to welcome the Southeast Regional Planning which had just been approved by the Prime Minister and the decision was handed over at the Southeast Regional Coordination Conference on the morning of May 5.

The conference to announce the Tay Ninh Provincial Planning is of great significance, aiming to help all levels, sectors, business communities and the entire population know, understand and unify their awareness for implementation. At the same time, it combines introducing and promoting the potentials, advantages and development orientations of the province; calling for attracting large capital sources, modern and advanced technology from domestic and foreign investors to the province, promoting the local socio-economic development rapidly, comprehensively and sustainably.

Through the Provincial Planning for the period 2021-2030, with a vision to 2050, Tay Ninh province conveys the message: "Tay Ninh develops dynamically, civilizedly, has a good living environment, adapts to climate change; Tay Ninh has an effective public administration system, friendly business environment; green Tay Ninh; attractive living environment; international trade gateway; attractive destination; fast, comprehensive and sustainable".

Mobilize all legal resources to implement the planning.

Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated the preparation work for the conference to announce the provincial planning and the 3rd Southeast regional coordination conference.

The Prime Minister said that currently, the country has 110 plans that have been appraised and approved, including the national master plan, plans of 6 regions and basically completed plans of provinces and centrally run cities. The plans are guiding and orienting synchronous development from the central level to regions, provinces and cities and there will be more marine spatial plans and sectoral plans.

Planning will help exploit and effectively use resources, clearly identify the potential, outstanding advantages, and differences of the locality to focus on development and resolve difficulties and challenges. Therefore, planning must have innovative and breakthrough thinking, strategic vision, and orientation for both short-term and long-term development; planning must be one step ahead, overall construction planning but implemented in phases.

To implement the Provincial Planning, the Prime Minister requested Tay Ninh province to publicize the planning; develop a plan to implement the Planning and mobilize all legal resources to implement the planning.

The Prime Minister commended the achievements in socio-economic development and ensuring national defense and security of Tay Ninh province and noted that in the coming time, Tay Ninh will continue to closely follow the planning to well implement the traditional "3 growth drivers": investment, export, consumption and add new drivers from the digital economy, green economy, circular economy, knowledge economy and sharing.

Tay Ninh also needs to implement "2 enhancements" (increasing investment in training, developing human factors associated with ensuring social security; strengthening regional, national and international connectivity); "3 enhancements" (promoting the development of a comprehensive strategic infrastructure system, covering the fields of transportation, health, education and culture; promoting the development of industry serving processing and manufacturing; promoting the application of science and technology, innovation and entrepreneurship) and "5 assurances" (ensuring compliance, synchronization, connectivity, stability, inheritance, development and flexibility, creativity and expansion of the planning).

The Prime Minister requested the province to promote the spirit of self-reliance, self-improvement, and innovation in thinking; focus on reforming administrative procedures, improving the investment and business environment and administrative reform indexes. For businesses and investors, it is necessary to promote the spirit of "3 together" (listening and understanding together; sharing vision and action together; working together, enjoying together, harmonizing benefits, sharing risks).

The Prime Minister requested that central ministries and branches proactively and actively support Tay Ninh in realizing the planning.
