Solid foundation for socio-economic development

The planning of Hai Duong province for the period 2021 - 2030, with a vision to 2050, issued under Decision No. 1639/QD-TTg dated December 19, 2023, is a comprehensive planning document with legal basis, high intellectual, scientific and practical content.

With a new, dialectical, scientific approach and using many different methods, the planning has fully and objectively assessed the current development status of the province; clarified strengths, weaknesses, opportunities, and challenges; built a vision, orientation, goals, proposed development plans and solutions for Hai Duong to develop more systematically, faster and more sustainably in the period to 2030 and 2050.

The provincial planning has specified the national master plan and regional planning in Hai Duong province on the space of socio-economic activities, national defense and security, urban system and rural population distribution, infrastructure, land allocation, resource use and environmental protection on the basis of connecting national planning, regional planning, urban planning and rural planning. This is the scientific basis and legal tool for provincial authorities at all levels to use when formulating policies and creating development momentum; organizing socio-economic development space, ensuring the requirement of synchronous connection between national planning, regional planning and provincial planning. At the same time, resolving conflicts between sectors and fields when planning development plans for each sector in inter-sectoral relationships to effectively exploit and promote the potential and competitive advantages of the province to meet the requirements of sustainable socio-economic development.

The provincial planning is also the basis for developing and implementing socio-economic development plans, medium-term and annual public investment plans, investment attraction plans for businesses and residents, ensuring objectivity and scientificity. The Hai Duong provincial planning provides full information and basis for businesses, investors, and individuals who need to learn about investment and business opportunities and living in the province. At the same time, it is the basis for organizations and citizens to inspect, monitor, and evaluate the implementation of the provincial planning.

Good implementation of the planning will allow the exploitation and promotion of opportunities and economic linkages, infrastructure systems connecting Hai Duong province with the Red River Delta and the Northern Key Economic Zone, and relations with the whole country and the world. Closely combine economic development with the implementation of social progress and equity, gender equality, poverty reduction, and improvement of people's quality of life. Synchronously implement tasks, solutions and goals

No matter how high quality a plan is, it cannot be realized on its own, but needs to be implemented through a series of serious, synchronous and effective actions by the entire political system, business community and local people.

To effectively implement provincial planning, it is necessary to continue to specify and update provincial planning into sectoral, field and local planning at the prescribed rate, creating synchronization and unity in the system of planning covering the entire province and all fields and industries, linking in detail with traffic planning of neighboring provinces, especially in specific land use planning for each commune and ward... as a basis for implementing investment projects in the area and avoiding waiting time for businesses and investors.

To realize the long-term vision, Hai Duong needs to make efforts to implement specific tasks, solutions and goals clearly defined in the planning. Persistently and have appropriate specific mechanisms and policies, focusing on developing high-tech industry and high-quality services to serve production activities in the locality and the whole region; developing multi-value agricultural economy to create stability for the economy. Expanding and improving value chains, taking advantage of regional linkages for key industries. Promoting the production of products with high value and technology content. Promoting the attraction of large foreign direct investment enterprises, holding high technology, prioritizing mechanical engineering, electricity and electronics to take advantage of existing regional linkage potential and input material supply capacity of enterprises in the province...

Develop logistics services to promote connectivity advantages in the Red River Delta. Strengthen links with localities in the Red River Delta and other tourist areas and spots to form intra-provincial and inter-provincial cultural and eco-tourism routes.

Furthermore, it is necessary to attach importance to implementing programs and solutions to mobilize and effectively coordinate all resources, effectively use investment capital in developing synchronous and modern socio-economic infrastructure, especially fast and convenient intra-provincial and regional connectivity infrastructure and information technology, science and technology infrastructure to serve the development of digital economy, digital society and digital government.

We should attach importance to investing in exploiting and promoting the cultural and human potential of the Eastern region, developing high-quality human resources including state leadership and management personnel; business leadership and management and vocational skills of workers.

Continue to effectively implement cooperation programs with localities, international organizations, non-governmental organizations, embassies and foreign representative agencies in Vietnam. Create conditions for businesses to access information, penetrate and expand markets. Prioritize calling on large economic groups with financial potential, enterprises in the Top 500 largest enterprises in Vietnam (VNR500) to invest in projects in the province in various fields, especially in the fields of agriculture, trade and services...

It should be noted that, according to the selected growth and economic structure plan, the expected investment capital demand in the 2021-2030 period is about 582,000 billion VND. Of which: The 2021-2025 period needs about 263,000 billion VND, the 2026-2030 period needs about 319,000 billion VND. The public investment capital ratio is only about 16% while non-budget investment capital is 84% ​​(of which, the expected non-state capital is 41% and FDI capital is 43%) plays a decisive role.

Therefore, the most important and consistent task of the entire provincial political system is to strengthen anti-corruption and improve the capacity, effectiveness and efficiency of state management in the area, creating all conditions to minimize administrative and financial burdens for businesses and people in the process of participating in investment and development to successfully realize the provincial planning in the coming time...
