GRDP increased nearly 1.13 times

According to the report of the Provincial People's Committee, the scale of the total product in the province (GRDP) reached 212,386 billion VND, an increase of nearly 1.13 times compared to 2023. The growth rate for the whole year is estimated at over 10.2% (higher than the national average of 7% and exceeding the set target of increasing by over 9%, ranking 6th out of 63 provinces and cities, up 07 places compared to 2023).

The economic structure continues to shift in a positive direction (agriculture, forestry and fishery sector accounts for only 8.3%; industry, construction and service sectors account for 91.7%).

The main sectors all grew compared to 2023, specifically: The production value of agriculture, forestry and fishery is estimated at 22,934 billion VND, up 1.9%; the production value of industry is estimated at 387,871 billion VND, up 14.8%; the production value of construction is estimated at 24,371 billion VND, up 10.73%; the production value of service industry is estimated at 54,664 billion VND, up 8%.

Total export turnover reached 10.3 billion USD, up 8.6%, import turnover reached 8.3 billion USD, up 10.4%; tourism industry welcomed and served over 2.5 million visitors, up 41.4%, revenue reached 1,222.6 billion VND, up 41.9%.

Total state budget revenue is estimated at VND28,813 billion, up 46.7% compared to the estimate; total budget expenditure is estimated at VND26,392 billion, up 44.7% compared to the estimate.
Total social development investment capital is estimated at VND64,360 billion, up 12.1%. Domestic investment attraction achieved positive results (estimated total registered capital of about VND11,489 billion, up 1.2 times); foreign investment attraction reached USD718.1 million; 2,000 new enterprises were established, up 6.2%.

Urban planning, construction investment and development management continue to be focused on and achieve many positive results.

Hai Duong's cultural and social fields have achieved many results. Notably, the quality of education at all levels continues to improve (the average score of the high school graduation exam is among the top 15 provinces; the achievement of national excellent students remains at the top of the country).

The work of caring for and protecting people's health has made much progress; the target of health insurance coverage rate (93.75%) has been achieved. Labor, employment, and social security have achieved positive results; people's lives continue to improve. The quality of human resources has been gradually improved, meeting the requirements of businesses and the labor market...

Hai Duong has well implemented preferential policies and regimes for people with revolutionary contributions; national target programs for sustainable poverty reduction have always received attention. The poverty rate in 2024 will be about 1.2%, down 0.17% compared to 2023.

The fields of science, technology, resource management, environmental protection, digital transformation, digital economic development, and digital society achieved many important results. The rate of enterprises paying electronic taxes reached 95%; the number of transactions on e-commerce platforms ranked 7th out of 63 nationwide; revenue at warehouses in Hai Duong on e-commerce platforms ranked 6th nationwide.

Judicial, inspection and internal affairs work continued to be focused on, with many positive changes. Hai Duong effectively implemented local defense and military tasks; political security was maintained, and social order and safety were ensured.

5 lessons learned

The report of the Provincial People's Committee frankly assessed the limitations in socio-economic development and analyzed the objective and subjective causes of the limitations; at the same time, drew 5 lessons to achieve results in 2024.

That is, it is necessary to regularly follow up and promptly and seriously implement the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, the Prime Minister, and the Provincial Party Committee - the Standing Committee of the Provincial Party Committee.

Taking advantage of the direction of the Party Executive Committee, which is regularly and directly the Provincial Party Standing Committee and the Provincial Party Standing Committee; the proactive and effective coordination of the People's Council, the Fatherland Front and socio-political organizations; the participation of the entire political system, the business community and the people.

Always promote the spirit of solidarity within the organization; mobilize collective intelligence and shared responsibility of the members of the Provincial People's Committee, especially the comrades in the Party Executive Committee of the Provincial People's Committee in performing tasks according to their functions, especially new and difficult tasks.

It is necessary to regularly monitor, urge, and promote the sense of responsibility, public service discipline, and awareness of the attitude of serving the people of cadres and civil servants in performing their duties with the spirit of 5 clear: clear people, clear work, clear progress, clear results, and clear responsibilities.

For socio-economic development targets, it is necessary to determine implementation in the spirit of "any target that has not been achieved must be determined to be completed; any target that has been achieved must be improved in quality and efficiency".

"Work until the job is done, not until the end of the day"

To complete the set socio-economic targets, the Provincial People's Committee determined to well implement 15 tasks and solutions.

Focus on effectively implementing approved plans, reviewing construction plans, urban plans, and land use plans of localities to ensure consistency and unity.

Review and have a plan to completely handle slow-progressing projects, unused land and public assets, and unfinished construction works causing loss and waste according to the direction of the Prime Minister. Strongly and substantially improve the investment and business environment. Focus on reviewing and removing difficulties and obstacles, promoting investment attraction for development. Create a stable and sustainable source of budget revenue, gradually reducing dependence on land revenue...

Continue restructuring the agricultural sector towards concentrated commodity production, sustainable agricultural development, improving quality, added value and competitiveness of agricultural products.

Along with promoting economic development, the province continues to focus on building and perfecting the education and training network, associated with effectively implementing the goal of building a learning society, meeting the requirements of fundamental and comprehensive innovation in education and training.

Strengthen, improve, and enhance the quality and operational capacity of the public health system from the provincial to the grassroots level; attract investment, and promote the strong development of high-quality private health facilities. Strengthen and improve social security work, especially for poor households, people in difficult and disadvantaged circumstances, etc.

The Provincial People's Committee will seriously implement the summary of Resolution No. 18 of the 12th Central Executive Committee on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently in the spirit of urgency, objectivity, democracy and science.

The Provincial People's Committee requested that immediately after the year-end meeting of the Provincial People's Council, departments, branches and localities must start implementing. Especially, the research and development of programs and plans to organize implementation according to assigned functions, tasks and work targets. The implementation process requires close and synchronous coordination with high determination and great efforts in the spirit of "working during the day is not enough, working at night"; "doing all the work, not running out of time".

The Provincial People's Committee also requested to innovate information and propaganda work, create motivation, inspiration, arouse the desire for development and pride in the historical and cultural traditions of the Eastern region to mobilize the strength of the entire political system, business community, voters and people to successfully carry out the task of socio-economic development, ensuring national defense and security in 2025, creating a new premise to bring Hai Duong province and the whole country into a new era - the era of national development.
