Hai Duong's GRDP in 2024 is estimated to grow beyond the target

At the meeting on the morning of November 27, the Provincial People's Committee listened to the report of the Department of Planning and Investment on the implementation of the socio-economic development plan for 2024 and the socio-economic development plan for 2025.

Chairman of the Provincial People's Committee Le Ngoc Chau praised the efforts of departments, branches and localities in performing their tasks, thereby contributing to helping the province achieve impressive figures in socio-economic growth and development.

However, frankly admitting that Hai Duong still has unfulfilled socio-economic development targets. Besides objective reasons, there are also subjective reasons. Some departments, branches and units have not been proactive in managing, directing and removing obstacles when performing tasks.

In 2025, to successfully complete the 15 socio-economic development targets set out, the Chairman of the Provincial People's Committee requested that from the beginning of the year, departments, branches, and localities must strictly implement the approved development goals. There must be a detailed implementation plan, especially to improve the effectiveness of the direction and management of the leaders.

The Chairman of the Provincial People's Committee requested the Department of Planning and Investment to develop economic development scenarios and disbursement scenarios based on careful feasibility studies and detailed monthly and quarterly development.

Localities proactively review land use planning and plans, especially resource generation projects, to match projects expected to be implemented in the coming time. Advise the Provincial People's Committee to thoroughly handle projects that are behind schedule.

The Department of Natural Resources and Environment urgently consults on determining land use fees for projects, including projects to build residential areas and urban areas, to ensure state budget revenue. The Provincial Tax Department improves efficiency in exploiting remaining revenue sources such as revenue from e-commerce activities. Departments, branches and localities speed up compensation and site clearance to implement projects to build industrial parks, industrial clusters and urban development.

In 2024, Hai Duong has proactively built development scenarios, striving for the highest level. As a result, the economy continues to maintain a high growth rate, with an estimated GRDP increase of 10.02% in 2024, exceeding the set target of over 9%. The scale of GRDP reached 211,352 billion VND, 1.13 times higher than in 2023, and the economic structure continued to shift in the right direction.

The estimated value of agricultural, forestry and fishery production in 2024 is nearly VND 22,940 billion, reaching 99.3% of the annual plan, up 1.9% compared to 2023; the production value per hectare of cultivated land and aquaculture is VND 205.6 million/ha, exceeding the target of VND 205 million/ha.

The national target program on new rural construction has achieved high results. By the end of 2024, 77 communes had met advanced new rural standards and 32 communes had met model new rural standards, reaching a rate of 18%, exceeding the target of 16.8%.

Industrial production recovered positively, with double-digit growth. The industrial production value is estimated at nearly VND 388,000 billion, exceeding the plan by 3.4%, up 14.8% compared to 2023. The industrial production index is estimated to increase by 13.9%.

The service sector has developed diversely, with an estimated total production value of nearly VND 54,500 billion, exceeding the annual plan by 8% and increasing by 7.7% compared to 2023. Of which, the estimated total export turnover is 10.3 billion USD, up 8.6% compared to 2023; total import turnover is 8.3 billion USD, up 10.4%.

Total state budget revenue in the area has made a breakthrough, estimated at 28,813 billion VND, up 46.7% compared to the estimate. Of which, domestic revenue is 24,588 billion VND, up 45.3%, import-export revenue is 4,092 billion VND, up 50.4%.

Total state budget expenditure is estimated at VND26,392 billion, equal to 144.7% of the estimate. Of which, development investment expenditure is VND7,052 billion, equal to 123.7% of the estimate, regular expenditure is VND12,004 billion, equal to 114.4% of the estimate, up 13.2%.

Attracting domestic investment achieved positive results, with an estimated total registered capital of about VND 11,489 billion, 1.2 times higher than in 2023. Of which, 53 new projects were approved in principle, with a total registered capital of VND 8,048 billion; 11 projects were announced to terminate operations.

Hai Duong also completed the stamping of the provincial planning documents. Organized the construction and adjustment of the district construction planning, the general planning of Chi Linh city and Kinh Mon town.

In addition to ensuring national defense and security, Hai Duong has achieved many positive results in the fields of culture, society, science and technology, resource management, environmental protection, digital transformation, digital economic development, digital society, etc.

According to the report of the Department of Planning and Investment, in 2025, Hai Duong will develop 15 main socio-economic indicators, including 7 economic indicators, 6 social indicators, and 2 environmental indicators.
