Why traffic accidents in Kinh Mon increased suddenly?

In the first 6 months of 2024, the traffic accident situation in Kinh Mon town (Hai Duong) increased in all 3 criteria: number of cases, number of deaths and number of injuries. In particular, the number of traffic accidents in Kinh Mon increased dramatically, 5 times higher than the same period in 2023.

Tragic deaths

When recalling the traffic accident caused by a truck driving in the wrong lane, which killed a vocational school student, many people in An Luu ward (Kinh Mon) could not help but feel sorry. The victim was N.D.N., born in 2007, in An Sinh ward (Kinh Mon). N. grew up without the love of her parents, and her circumstances were very difficult. In addition to her vocational training, N. worked as a delivery man to earn extra income. On the evening of February 28, when N. was sitting behind a motorbike of a friend of the same age in Hiep Son ward (also in Kinh Mon town) on provincial road 389, at km 22+800 in An Luu ward, she was hit by a dump truck. N. died on the way to the emergency room, while N.'s friend was lucky to escape death. The cause of the accident was determined to be that the truck driver drove in the wrong lane, and the motorcyclist did not slow down when he reached the intersection.

Another traffic accident in Kinh Mon also involved a very young victim. It was a female student, only 18 years old, in a pitiful situation. At around 11:30 a.m. on January 23, after school, NVH, born in 2006, was riding a motorbike 34AC-045.81 carrying DTHY, also born in 2006, from Hiep An ward (Kinh Mon) on National Highway 17B in the direction of Kinh Mon to National Highway 5. When reaching km8+100 of National Highway 17B in Hiep Son ward (Kinh Mon), the motorbike collided with a tractor-trailer moving in the same direction. The accident caused Y. to die at the scene, H. to be injured, and the motorbike to be damaged. Y.'s parents were separated, her mother went abroad, and Y. lived with her grandparents.

The above are just 2 of 32 traffic accidents that occurred in Kinh Mon town, killing 9 people and injuring 31 people in the past 6 months. Although not the locality with the most traffic accidents in the province, Kinh Mon town is the locality with the highest number of traffic accidents and injuries in the province.

According to the Traffic Police - Order Team, Kinh Mon Town Police, traffic accidents occur frequently on Provincial Road 389. Traffic accidents occur mainly from 4:00 p.m. to 10:00 p.m. with 17/28 cases. This is the rush hour for workers and students, the traffic volume is very high, visibility is limited. Notably, there are many traffic accidents involving students (under 18 years old), accounting for 39.3%, killing 4 people and injuring 13 people.

What is the cause?

There are many reasons for the increase in traffic accidents in Kinh Mon. Besides the subjective reasons due to awareness and compliance with traffic regulations, we also have to mention the inadequate traffic infrastructure and large traffic volume...

Data analyzed by Kinh Mon town police on traffic accidents in the first 6 months of 2024 showed that 43% of traffic accidents were due to inattention; 28% were not driving in the correct lane; 21% were violations of not keeping a safe distance, not giving way to vehicles going straight when changing direction, not complying with regulations on giving way at intersections, not controlling speed to stop safely, and 7% of accidents were related to alcohol concentration...

Many roads in Kinh Mon town have high traffic density and volume but narrow roads. Typically, provincial roads 389 and 389B, the roadway of these two routes is on average 6.5-10.5m wide but there are many container trucks traveling in both directions with a very high density of vehicles participating in rush hours. Mr. Pham Huu Luan in Thang Long commune (Kinh Mon) shared: “I often drive on provincial road 389. Some locations on road 389 are curved, with sections of the roadway being very narrow, making it difficult for two large trucks to avoid each other. There are sections that run through densely populated residential areas, past schools, and have “bottleneck” locations that pose many dangers for vehicles participating in traffic, especially in situations of avoiding oncoming vehicles or overtaking vehicles”.

Mr. Truong Duc Ton, Deputy Head of the Urban Management Department of Kinh Mon town, said that the town has 12.64 km of National Highway 17B passing through it, connecting National Highway 18 and National Highway 5. There are 24.4 km of Provincial Road 389 and 13.81 km of Provincial Road 389B passing through the town. Internal traffic with 9 district-level roads has a total length of 48.8 km.

It is worth mentioning that all three major external traffic routes of the town, namely National Highway 17B, Provincial Road 389 and 389B, are routes with traffic volumes many times higher than the designed traffic volume. Provincial Road 389 alone through Kinh Mon town passes through 9 communes and wards, with many complex intersections, many densely populated areas, and especially 18 schools. The number of vehicles counted on Provincial Road 389 is about 8,000 vehicles converted day and night, 2.7 times higher than the designed traffic volume.

After May Bridge, Trieu Bridge, and Dinh Bridge were built and put into operation, the traffic density on the roads in Kinh Mon town increased. Many drivers from other provinces, in order to "avoid" the toll station on National Highway 17B, traveled from Hai Phong and Quang Ninh through May Bridge, Trieu Bridge, and then through Kinh Mon to get to National Highway 5, causing the already narrow Provincial Road 389 to "carry" a large number of vehicles.

Through review, Kinh Mon Town Police proposed 8 potential traffic accident points in the town. Including:

Firstly, at km11+300 of National Highway 17B, it is adjacent to Provincial Road 389 (the Vuon Dao intersection triangle area in Hiep An ward). This is the intersection between National Highway 17B and the end point of Provincial Road 389. The two roads have similar infrastructure in terms of road width and road markings. The opening from Provincial Road 389 to National Highway 17B almost forms a straight line, leading to confusion in giving way at the intersection, which poses a great risk of causing traffic accidents.

Second, at the intersection between Provincial Road 389 and Thanh Nien Road, Hiep An Ward (Hiep An Gas Station). This route currently has a lot of traffic and is complicated, passing through the gate of Vietory Company Limited, so there is a high risk of traffic accidents. Along Provincial Road 389 (from km13 to km20 + 800), the roadway is very narrow (average 6-7m), there are sections running through residential areas with many side roads that block visibility.

Fourth, provincial road 389 (from km3 to km4) is located in Thang Long commune. This section has a narrow roadway, 6.5 m wide, connecting to May bridge to Kim Thanh district. The traffic volume is high, and the road section connects to May bridge, creating a bottleneck.

Fifth, at km6+400 of provincial road 389, Quang Thanh gas station intersection (adjacent to provincial roads 389 and 389B). This is an important traffic intersection but there is no roundabout system, traffic lights, and vehicles move with large volumes and are out of sight.

Sixth, at km 5 + 700 (the intersection between the Trieu bridge approach road and the road to Tram Lo residential area of ​​Bach Dang commune) and at km 15 + 300 to km 17 + 500 of provincial road 389. This is a narrow, curved road with limited visibility, intersecting with an inter-village road, crowded with people and vehicles; there is no street lighting system at night.

Seventh, at km 13 + 110 of provincial road 389, in That Hung commune (Lotus pond intersection), the direction lines for vehicles from Lu market to Trieu bridge are not reasonable, the arrangement of median strips and road markings is not scientific, easily causing dangerous traffic conflicts for road users.

Eighth, km 22 + 900 of Provincial Road 389 (Phu Son intersection area) currently has many vehicles traveling towards Hiep Son going to the traffic light intersection, not following the instructions of the road markings or going in the opposite direction of the road to turn left onto the National Highway 17B service road of Thai Ha urban area, causing disorder in traffic safety and potential traffic accidents.

Traffic participants' awareness is key

To effectively limit traffic accidents, in my opinion, the key is still the awareness of each citizen when participating in traffic. In order for everyone to deeply understand and clearly understand the Road Traffic Law and raise awareness of law compliance and civilized behavior when participating in traffic, it is necessary to promote propaganda in many forms. For example, through the grassroots loudspeaker system, extracurricular activities, discussions at schools, integrating content into the activities of organizations. In addition, propaganda on social networking platforms such as Zalo and Facebook also needs to be further promoted because social networking is also a fast and effective access channel...

Traffic police regularly patrol, control, remind and strictly punish violations such as not wearing helmets, carrying passengers exceeding the regulations, especially participating in traffic when consuming alcohol. At the same time, localities regularly clear traffic corridors, ensure clear roads and sidewalks, and avoid obstructing the vision of traffic participants.

Currently, the traffic volume on some roads of Kinh Mon town is high, the heavy load of vehicles running continuously day and night also causes the road surface to deteriorate quickly. In addition, the roadway is still small, so there is still a situation of cars encroaching on the lane, driving at high speed, posing a potential risk of traffic accidents. In the coming time, Kinh Mon will also invest in a number of traffic projects. I hope that the projects and works will soon be implemented to meet the travel needs of the people, reducing pressure on traffic routes with high traffic density.

Solutions are needed to maintain the results of clearing traffic safety corridors.

In recent times, the Veterans Association at all levels of Kinh Mon town, together with the Traffic Safety Committee and other forces, have actively promoted and mobilized, registered to build agencies, units and residential areas that are safe in traffic. The Veterans Association at all levels of the town has built 67 models of "self-managed veteran roads" with a length of 36.4 km, mobilized members, and coordinated the installation of lighting and security cameras on a number of roads. At the same time, the Campaign "Vietnam Veterans participate in maintaining traffic order and safety and building traffic culture" has been implemented.

During each campaign to clear violations of road traffic safety corridors in Kinh Mon town, the Veterans Associations of communes, wards and towns coordinate with relevant units to propagate and remind households to comply with regulations on traffic safety order, not to encroach on traffic safety corridors, not to occupy roads and sidewalks for trading. Clearing violations of road traffic safety corridors results in more airy and clean sidewalks.

However, the current difficulty is to maintain the results after each campaign to clear corridors and sidewalks. Because when the authorities are absent, re-encroachment occurs. Many households, despite being informed, reminded, and even having their illegal billboards, canopies, and awnings cleared and confiscated, still deliberately re-encroach for the sake of making a living. To thoroughly handle the clearance of violations of traffic safety corridors, localities need to establish ward-level working groups to maintain the results achieved.
