Early completion of legal corridor on National Science and Technology Development Fund

During the question-and-answer session on science and technology, a record number of National Assembly deputies registered to question.

There were 32 delegates participating in the questioning session, with 20 delegates asking questions and 12 delegates debating.

There are 92 delegates registered to question and 3 delegates registered to debate, but due to time running out, they have not been able to question and speak. The National Assembly Chairman requested that the delegates send their questions to the Minister to answer in writing according to regulations.


National Assembly Chairman Vuong Dinh Hue delivered a closing speech on the third group of issues in the field of science and technology.

The National Assembly Chairman noted that the question-and-answer session took place in a constructive and responsible spirit. National Assembly deputies asked specific, concise, and focused questions; some deputies actively debated to clarify the questions.

Minister of Science and Technology Huynh Thanh Dat has held the position of Commander of the Science and Technology sector since the end of the 14th term (from the 10th Session), but this is the first time he has answered questions before the National Assembly. As a scientist and former leader of Ho Chi Minh City National University - a major training and scientific research center of our country, Minister Huynh Thanh Dat has a firm grasp of the current situation in the management field, confidently, fully and frankly answering questions from National Assembly deputies, proposing specific directions and solutions for handling in the coming time.

Also participating in answering and clarifying issues related to the field of science and technology were: Deputy Prime Minister Tran Hong Ha; Minister of Finance Ho Duc Phoc, Minister of Agriculture and Rural Development Le Minh Hoan, Minister of Planning and Investment Nguyen Chi Dung.

The National Assembly Chairman said that through the report and developments of this questioning session, it can be seen that in recent times, with the attention of the Party and State, determination, responsible efforts, the science and technology sector has achieved many outstanding achievements.

The National Assembly Chairman stated that the science and technology development strategy for the 2011-2020 period has been actively implemented, completing 8/11 important goals set out; the Strategy for Science, Technology and Innovation Development to 2030 has been issued and implemented.

This is a breakthrough, of great significance, creating a breakthrough in improving productivity, quality, efficiency and competitiveness of the economy. The legal corridor for science and technology development is increasingly complete. The investment ratio between the State and enterprises for science and technology is improving in a positive direction.

Scientific research has been promoted; basic science has achieved many achievements; applied science and technology have made remarkable progress. Attention has been paid to promoting the development of the science and technology market, accelerating the transfer and application of research results into practice, especially in the field of high-tech agriculture.

However, there are still many difficulties and obstacles; the development and promotion of the key role of science and technology still have many limitations such as the system of legal documents is still lacking in synchronization. The science and technology market is still developing slowly, there are few reputable and experienced intermediary organizations to connect supply and demand. The national innovation system is in the formation stage, not yet synchronous and effective. The development of high-tech zones has not met expectations. The National Science and Technology Development Fund and the National Technology Innovation Fund have the goal of attracting more investment resources from society, but currently still rely entirely on the state budget. Total social investment in science and technology and innovation is still low, investment is still spread out, and investment efficiency is not high. Although the number of science and technology staff has increased, there is a lack of leading scientists.

The National Assembly Chairman requested that through the question-and-answer session, the Government, the Minister of Science and Technology, and relevant Ministers fully absorb the opinions and suggestions of National Assembly deputies, resolutely direct, and implement proposed solutions to overcome shortcomings and limitations.

The National Assembly Chairman also noted the need to focus on key issues. Accordingly, effectively implement the Strategy for Science, Technology and Innovation Development to 2030; synchronously deploy national Science and Technology Programs to 2030. Continue to institutionalize the Party's guidelines and policies and synchronize the State's legal regulations and policies on science, technology and innovation development.

Renewing thinking about granting autonomy and self-responsibility to public science and technology organizations to enhance responsibility, enhance the organization's initiative and creativity. Having solutions for universities to truly become centers for science and technology research and centers for training high-level science and technology and innovation human resources.

Pay more attention to establishing industrial property rights, recognizing and registering the circulation of new products and new technologies; announcing new technologies and new products created in Vietnam from the results of scientific research and technological development.

Increase investment from the state budget for science and technology; develop mechanisms and policies to encourage enterprises to increase investment in science and technology and promote cooperation with domestic and foreign scientific research organizations and foreign enterprises. Complete regulations on high-tech zones; continue to research and advise on solutions to promote the development of functional zones.

Early completion of the legal framework for the National Science and Technology Development Fund; including reviewing and proposing amendments to relevant legal regulations. Promoting the socialization of science and technology services, especially consulting, brokerage, evaluation, appraisal and technology assessment services, intellectual property services and standards, measurement and quality.
