According to calculations, with more than 24 million old driver's licenses converted to PET cards to integrate into VNeID, people will spend more than 3,200 billion VND in fees.


Driver's license (paper) cannot be integrated into VNeID with authentication error due to old information not matching current data

There are 24.3 million driving licenses that need to be integrated, people need to switch to PET cards.

With a level 2 identification account, people can integrate their driver's license and other documents (health insurance card, social insurance card, tax code) into their account via VNeID.

However, recently many people have complained about not being able to integrate their driver's license into VNeID. Authentication errors appear when integrating motorbike licenses and even car licenses.

"I have tried many times but still cannot integrate my motorbike driving license into VNeID. I really hope to integrate my driving license into VNeID so that if I forget my license at home, I still have something to show when I meet the traffic police for inspection. When I asked, the police officer replied that my motorbike driving license was old, the information on it such as date of birth, old ID number did not match the current ID number compared to the current data system.

The police officer instructed me that the Vietnam Road Administration encourages changing the driver's license to a PET card so that the data will be standardized to match the current data, then the integration will be possible," said Ms. NMT (residing in Tan Phu district, Ho Chi Minh City).

Speaking to reporters, Mr. Luong Duyen Thong, Head of the Vehicle and Driver Management Department of the Vietnam Road Administration, said that the transport sector's system is managing more than 55.6 million driving licenses for both cars and motorbikes.

Of which, the authorities successfully authenticated and fully displayed 31.3 million licenses of all types on the VNeID system.

There are about 3.6 million remaining driver's licenses that have not been authenticated with national population data because the data uses 9-digit ID cards, not synchronizing the current 12-digit citizen ID data on the VneID system.

In addition, there are about 20 million paper driving licenses issued from 1995 to July 2013. Most of them are motorbike driving licenses that cannot be integrated with VNeID. This is because these papers only display the name and year of birth of the people, without a specific date, so they are not synchronized with national population data.

Thus, except for 31.3 million driver's licenses that have been verified on the system, there are 24.3 million driver's licenses that need to be integrated, and people need to change to PET cards.

While according to regulations, the fee for changing a driver's license to a PET card is 135,000 VND/card. With more than 24 million driver's licenses needing to be changed, people will spend more than 3,280 billion VND in fees.

Change PET card driver's license or wait for data synchronization

Regarding concerns about switching to PET cards, which will cost people thousands of billions of dong in fees, Mr. Thong said that the Vietnam Road Administration encourages people to change their motorbike driving licenses from cardboard to PET material, at which time the new driving license will be updated according to the 12-digit citizen identification card, consistent with the population system data.

In addition to this option, people can also wait for the Vietnam Road Administration to coordinate with the Department of Administrative Police for Social Order of the Ministry of Public Security (C06) to update and upload to the VNeID system.

"Both of the above options are acceptable. The units are also trying to complete the data update so that people can use it more conveniently," Mr. Thong emphasized.

"If we switch to PET cards, we will lose money. We don't know when we will have to wait for the ministries to coordinate and synchronize the data," Mr. PVA, a resident, complained.
