According to a circular recently issued by the Ministry of Public Security, people with a valid car driving license are exempt from the theory test when registering for a class A1 and A motorbike driving license.
On March 2, a representative of the Traffic Police Department said that the Ministry of Public Security has just issued Circular 12/2025 regulating the testing and issuance of driving licenses; and the issuance and use of international driving licenses.
Notably, Article 4 of the circular stipulates the form, content and process of driving tests. Accordingly, the theory test will include questions related to legal regulations on road traffic order and safety; driving techniques; content related to structure and common repairs (for class B1 and class B and above); driver ethics, traffic culture and prevention of harmful effects of alcohol and beer when participating in traffic; fire prevention, fire fighting and rescue skills (for class B and above).
Candidates taking the A1 and A driving test with a valid car driving license are exempt from the theory test.
Theoretical test is conducted on computer (except in cases where the yard is only used for motorbike testing, the theoretical test is conducted using multiple choice method on paper).
About the practical driving test in the picture, For class A1, A will conduct the test using the direct scoring method combined with automatic scoring equipment. The test taker must drive the motorbike through 4 tests: following the figure 8, going through a straight line, going through a road with barriers, going through a rough road.
For class B1, the test is conducted by direct scoring method, the examiner does not sit in the test vehicle. The test taker must drive the vehicle forward through the zigzag pattern and back in the opposite direction.
For classes B, C1, C, D1, D2, D, the test will be conducted using automatic scoring equipment; there will be no examiner sitting in the test vehicle.
Candidates must drive through the tests arranged at the driving test center, including: Starting, stopping to give way to pedestrians, stopping and starting on slopes, passing through wheel tracks and perpendicular curves, passing through intersections with traffic lights, passing through winding curves, parking (class B and C1 perform longitudinal parking; class B, C, D1, D2 and D perform horizontal parking), stopping at a railway crossing, operating when encountering dangerous situations, changing gears on flat roads, and finishing.
For BE, D1E, D2E, DE classes, the test will be conducted by direct scoring method, the examiner will not sit in the test vehicle. The test taker will drive the vehicle through the test: go through the 5 standard poles and come back.
Class C1E, CE is tested by direct scoring method, the examiner does not sit in the test vehicle. The test taker drives the vehicle through 2 tests: Moving through the 5 standard poles and back; parking the vehicle vertically.
About the practical driving test on the road, Classes B, C1, C, D1, D2, D are tested using automatic scoring equipment, with an examiner sitting in the test vehicle. The test taker drives the test vehicle, handles traffic situations and follows the examiner's commands.
For classes BE, C1E, CE, D1E, D2E, DE, the test is conducted using the direct scoring method, with an examiner sitting in the test vehicle.
Notably, the driving test uses software that simulates traffic situations for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE. Test takers detect times of traffic safety risks by observing simulated situations that appear on the computer and providing actions to handle those situations.
